Cloud Bursts are pretty devastating. The Kedarnath Cloud Burst is one of the most deadly example in real world.
But Pachirisu hasn't taken that in account. He was single mindedly trying to get rid of Hunter J.
Clouds burst in a fraction of second. Salamence's flame thrower is no joke.
And the entire sky near Pachirisu was filled with charges.

The cloud burst rain almost knocked him out, but he bit his tongue to keep himself conscious and used Volt Absorb as he was falling down.
The entire electrical energy from the devastating sky started getting absorbed in him. The nearby charges going into Pachirisu pulled the charges further away with them.
But the heat and water was too much. His entire body was constant getting damaged and healed due to Volt Absorb.
He glared at Hunter J who had already closed distance and was about to petrify him with her laser. She was heavily injured due to the cloud burst rain, but she isn't an ordinary Pokemon Hunter who will give up money for some injuries.

A terrifying Thunder hit her and her Salamence.
Hunter J instantly died.
She got vapourised.
Gone.
Reduced to atoms.
And Salamence got heavily injured and knocked out.
He was close to death, and being in constant high pressure rain, and under the after effects of the strongest Thunder from a non-legendary Pokemon, meant that he wouldn't make it if he doesn't get rescued and treated.
Hunter J was defeated.
But Pachirisu wasn't doing too well.
And his life is in danger.
