Dawn's Pachirisu used Discharge on Paul.
But Paul just got a bit of shock and his hair stood up.
He has been building resistance by having Elekid shock him a bit. It was embarassing that he couldn't handle a Thundershock yet Team Rocket get blasted off by Thunderbolt everyday and are still fine.
He looked at Dawn's Pachirisu and scoffed.

This Pachirisu is nothing like the Pachirisu he has caught.
But more than Pachirisu's discharge, Ash's punch hurt him more.
Ash was really angry. First, because of this guy, Pikachu evolved even though it wasn't his choice. No he caught Pachirisu!?
And on the top of that, he abandoned his own Pokemon!?
So Ash punched Paul, and he fell on the ground.
"Release Pachirisu! And how do you treat your own Pokemon like that!?"
"It's none of your business. And Pachirisu is now my Pokemon."
The Elite Four decided to leave as this was becoming a children's fight.
The Pachirisu they wanted was already caught.
And they can't be skipping the Jubilife Reconstruction effort for too long due to their status.
Though they knew that the rude kid wouldn't be able to keep that Pokemon for long.

"Cynthia, we are leaving."
"Yeah."
She also needs to get her Garchomp treated at the Pokemon centre.
So she also left after glancing at Paul and Ash.
And the Elekid.
"Elekid!"
Elekid started crying and grabbed Paul's leg as he was standing up, requesting him to take him back.
Paul kicked Elekid away.
"Find someone else."
"That's enough! I challenge you!"
Ash challenged Paul.
"Then its one on one."
Paul doesn't decline a challenge, but he needs to keep the rest of his Pokemon in top-tier condition to tame Pachirisu properly.
For this battle, he will use Chimchar—
"Raichu! Let's go!"
"Rai Rai!"
He will use Toeterra then.
