Uzushiogakure, uzukages building, council chambers.
Yet again the high ranking members of the clan meet again but there was 1 difference this time, kōga was present as heir.
Jun, kiko, kōga and ashina sat at the front and center of the meeting room while the elders sat to their sides.
In front of them sat the remaining members of the meeting branch family heads and elite jonin.
As those present simmered down the meeting began.
Cough!
Jun coughed to grab everyone's attention.
"As many of you know my son kōga has not to long ago, returned from the konoha front against kumogakure, where he achieved his goal of securing a stale mate, not allowing kumo to push any further foward into the land of fire until tobirama went off to sign a peace treaty between konoha and kumo." He said causing those in the room to stir.
"The daymio of the land of fire has recently sent word of his envoy on the way to hand over the promised ryo along with other needed resources such as iron and more that was promised." He paused letting his eyes rake over those present.
"As you know some of our kin who stepped forward to fight and lost their lives for the village have left behind family who will be compensated properly!" He added just to ease the nerves of those who wanted to know.
And even if the fire daymio didn't compensate them he'd still have given the families of the deceased a decent sum of money to survive and live comfortably.
The clan held family above all else!
Seeing everyone's understanding jun decided to move onto the next topic, turning to his left were kōga sat, he gestured.
"Kōga wishes to discuss the future of our village and country, so I'll allow him to speak now!" He said nodding at kōga who returned the nod.
Kōga for his part let his eyes rake over the gathered individuals.
"I can almost certainly state this, we are not longer as secure as we once were." He began his voice heavy, causing those in the room to sit straighter.
Kōga seeing this reaction to his statement nodded, yes he wanted them to take this matter seriously.
"It didn't start now, but when my elder sister mito decided to support her husband the first hokage, by becoming konohagakure's first ever jinchuriki!" He said causing those in the room to widen their eyes un shock.
Kōga nodded. "The moment the 9 tails was successfully sealed into her without any problems, it placed a mark on our bloodline along with our sealing knowledge."
Kōga wearing the clans battle garments with 1 exception his metal armor was missing. Kōga folded his hands into his shirt coats baggy sleeves.
Kōga went on to explain what changes he wished to implement, so the clan could better prepare for the coming future.
He explained that contrary to belief, 1 clan alone could not protect Uzushiogakure forever, and that they needed more shinobi, as he or no one else was willing to force the other civilian members of the clan to take up official shinobi duty.
So he asked for permission to travel seeking out displaced civilians and small unclaimed clans to strengthen the villages number.
Another thing was the need for the village to establish other departments properly, like a dedicated village hospital/medical corp, sealing corp, barrier corp, anbu corp and more.
He also explained his want for the members of the clan to come to him for training, to raise the strength of the villages shinobi corp in general.
And lastly he informed the clans upper members that he'd potentially found a way to artificially synthesize sub elements and other kekkei genkai.
Of course this shocked those present, as they'd believe that only those born with them could have them, something kōga knew wasn't entirely true.
By the end of the meeting kōga was looked at with appraising gazes.

In the uzukages office, jun, kiko and ashina inquired of kōga on certain matters.
"Kōga-kun, would you mind explaining how you would go about creating a kekkai genkai without being born with one?" Asked ashina his curiosity thoroughly peeked, while jun and kiko nodded as well, showing their interest in said topic.
Kōga hummed. "Hmm, well from what I know, Chakra is made from both spiritual and physical energies, I also know that yin and yang releases can do more than what others might think." Kōga paused before continuing.
"Yin is known to create what is imagined, while yang breaths life."
"Our clans archives have tomes on how the sage of six paths created the bijuu using the pinnacle of yin and yang release combined!" Stated kōga.
"My studies showed that using yin release, allows one to change the nature, composition, state and or form of chakra, while yang allows one to breaths life into the unliving or inanimate!"
"So all I had to do was test which ratios of yin and yang it takes to either fuse or create new nature's!" Finished kōga, handing the scroll he'd written up on the subject to his grandfather.
Ashina took the scroll from his grandsons hand, opening said scroll he saw the theory kōga wrote on the subject along with the ratios of elements needed to synthesize wood release.
Ashina having lived for nearly 200 years now understood just how vital a scroll like this was to the clan.
Handing the scroll over to jun, ashina spoke. "Have this stored in the clans vault for safe keeping, until we can properly protect ourselves no one is to allow this information to spread outside the island!" He said his face etched with gravity.
