Indeed, having the Ice Empress and Snow Empress share the soul rings had been part of Zhu Ziyang and Electrolux's plan. Zhu Ziyang clearly had an empty sixth soul ring slot, but he chose not to give it to the Ice Empress for one simple reason—they wanted to use her to restrict the Snow Empress's control over the four red-gold soul rings.
