The Fourth Raikage was initially disinclined to believe it. But his gaze shifted to the bottom right corner of the commendation, where the words "Presented by Takigakure" and the official seal were clearly visible.
He almost choked on his own blood.

"So, you also think this commendation is a bit… underwhelming?" Chen laughed.
"That kid is incredible! Not only did he steal Takigakure's tailed beast, but he got them to thank him! He truly is something else."

He said more seriously, "Fourth Raikage, you've seen it yourself. In just seven days, he captured two tailed beasts. Takigakure didn't retaliate; in fact, like your village, their rebellion was conveniently resolved by him."
"I'm not trying to be provocative. I simply want to point out that Uchiha Kai can infiltrate villages, capture tailed beasts, and escape as if it were child's play."
"And with his band of ruthless renegades… which village could withstand such an attack?"

"Uchiha Kai isn't just the leader of a renegade group; he has four tailed beasts under his control."
"If he decides to take them for a walk, not only Konoha, but Kumogakure wouldn't stand a chance."

"After all, he used Akatsuki's name to return Yugito Nii to Kumogakure!"
A special unit? Chen was taken aback. "Are you mad? With Kai's abilities, regardless of who you send, it's a suicide mission."
Kai had freely entered and exited both Kumogakure and Takigakure. A small unit wouldn't stand a chance.
"Hmph, Hero of the Konoha, rest assured. This special unit is primarily tasked with investigating the relationship between Akatsuki and Kai's renegade group, and whether Hanzo of Amegakure is involved.
It's not a direct confrontation," the Fourth Raikage said coldly.
"But don't underestimate them.
Their dōjutsu rivals the Uchiha's Sharingan."
A clan with dōjutsu comparable to the Sharingan? Chen was startled, then recalled rumors from the Land of Lightning.
A clan with powerful genjutsu and terrifying dōjutsu, but due to political reasons, they were imprisoned and exiled, remaining inactive during the latter stages of the Third Great Ninja War.
