The removal of the Five Gears gang means that two more districts will open up. These two districts will be vied for by the Golden Hammer gang and the neighbor of the Five Gears gang, who Cedric used to support.
Between these two gangs, Sir Kriss could already tell who would win the open and fair fight for the territories. So he can determine that the sanction and the punishment of the machinist will benefit the Golden Hammer gang.
