As long as they make sure that they won't get caught, they will entertain breaking the rules. The main reason they didn't try to break the rules and decided to fight openly for the two districts was simply because it wasn't worth it to do so.
They didn't have anything to fear from their competitor. So it was easier and more efficient to defeat them openly. Defeating them openly would be quicker than skulking about in secret, and it would require less effort too.
