Chapter 1 - CH.01

In the northern suburbs of the Bronx, New York, along the Hudson River, stands a large private prison covering hundreds of acres.

"Congressman Kelly, this way please."

What you are seeing now is the serious offender ward, which houses a total of 980 inmates, all of whom have committed serious crimes such as rape, murder, and shooting.

This area is completely isolated from the rest of the prison, and we have designed five procedures to ensure its security…

Theodore Vane led a group of federal and New York Department of Justice officials on a tour of Nahaide Prison.

He was tall, young, and handsome, and no one knew why he was interested in spending a lot of money to build and operate this private prison.

Vane led the way, accompanied by Representative Kelly and the New York Attorney General, a smile on his face as he spoke eloquently:

"Congressman Kelly, Minister Borough, Nahaid Jail has been operating well for three years, currently housing more than 6,000 inmates, and there have been no mishaps."

In addition, the new prison area was completed three days ago, and combined with the existing area, it can accommodate more than 20,000 prisoners!

"Mr. Congressman, Mr. Minister, I think from any perspective, we are ready!" Theodore Vane said confidently.

New York City Attorney General John Berry, with his gray hair, nodded in satisfaction; he was very pleased with the results of today's inspection.

He is a key supporter of the current New York City Mayor George, who has planned a major achievement project during his term.

Nahaid Jail is one of the most important parts of this project, and so far, everything is progressing smoothly.

However, he glanced at the congressman beside him, nodded, and said nothing.

He was a little puzzled; how could he have run into the senator in a place like this?

He had a good relationship with the young man in front of him and knew that he was a well-known young tycoon in New York, but he still did not expect that the young man's connections were so powerful that he could invite a congressman to visit the prison.

The warden's office.

After Minister Borui's tour concluded, he and Van En, sipping fine red wine, stood together before a massive blueprint for the prison's planning.

"Mr. Vann, don't you need to receive Congressman Kelly first?" Minister Bore took a sip of red wine.

"The warden is with him. The congressman and I have some potential collaborations, but I'm sorry I can't tell you. It involves some secrets that haven't been made public yet. I think you can understand."

"certainly."

Minister Bo Rui answered without hesitation.

"Minister Borui, let's continue our previous topic."

You've probably already seen the city government's budget report for next year. If the Department of Justice were to hand over all criminals to our Nahaid prison, New York City would save tens of millions of dollars annually just on the cost of housing criminals!

This only covers direct expenses. Add to that expenses for staff such as prison guards, various facilities, and premises. You should know that if the city government were to completely contract out the prison operations to us, it would save $40 million annually!

This will be a great achievement for our Mayor George!

I think I have many media friends who would like to report this fact!

Just imagine how our media friends will report this:

Thanks to the efforts of the city government under the leadership of the great Mayor George, New York's crime rate has been greatly reduced and the number of prisoners has gradually decreased!

The aging and redundant Rikers Island prison had become a burden, and its closure was entirely justified.

Vann's voice was deep and powerful, with a unique and convincing strength: "And my Nahaid prison is fully capable of accommodating all the prisoners transferred out."

"Haha, Mr. Van, you make a very good point. I think the mayor and the Department of Justice will work together to push this matter forward!"

Minister Borui's face was flushed, whether from the red wine or from the decline in New York's crime rate and prison numbers was unclear.

He knew in his heart that closing Rikers Island prison would highlight the Department of Justice's achievements in recent years, but on the other hand, closing Rikers Island prison would also provide land for the expansion of LaGuardia Airport.

According to the plan, LaGuardia Airport will surpass JFK Airport and become a new model of advanced airport in New York and even the world!

This is a political achievement for the municipal government that combines economic benefits, reputation, and interests—a win-win situation.

Seeing Minister Borui's excited expression, Van En knew exactly what he was thinking.

However, those things had little to do with him; he was also a beneficiary in this series of operations.

The only ones whose interests are likely to be harmed are the prison guards at Rikers Island, who may lose their jobs and be laid off by the government.

Oh, and of course, prisoners might also find that these days, without money, you can't even afford to go to jail.

After all, private prisons also need to make a profit!

Minister Borui smiled and took a sip of red wine, then suddenly frowned and said, "Hmm? This is a top-grade red wine?"

With aromas of plum, black cherry, and blackcurrant, and a lingering finish of green leaves, sweet pepper, and oak spice, what kind of wine is this? I've never tasted it before!

"Ha ha..."

Van En laughed: "Good taste! This is a new wine produced at my winery in Bordeaux, France. It hasn't been officially released yet, but it already shows the taste of a top-quality red wine."

If you like, you can take a few bottles back with you and give them a good taste for me!

Van En winked at him.

"Hmm, that's fine too. Maybe I can even offer some suggestions for improvement!"

"That would be my honor!"

Fan En chuckled as he leaned closer to Bo Rui, putting his arm around his shoulder. "I have a party tonight at 8 p.m., why don't you relax a bit?"

Bo Rui hesitated, "This... isn't a good idea, what if..."

"Don't worry, it's private property, there are no outsiders here!"

You can learn foreign languages with complete peace of mind—French, German, Russian, Italian, and more are all available. If one language isn't enough, you can learn two more, and it's absolutely safe!

Bo Rui's eyes lit up, and he nodded repeatedly.

After seeing the Attorney General off, Vane quickly went to see Congressman Kelly.

"Haha, Mr. Van En is a very busy man!"

"Please forgive me, please forgive me!" Fan En replied with a smile, his face showing a sincere apology.

"It's alright, I was just in a rush today and didn't let you know in time."

Congressman Kelly waved his hand, then took a deep breath, a hint of seriousness in his eyes: "That thing..."

"We're ready!"

Vann waved for the warden to continue accompanying the others, and led Councilor Kelly through the cell block to a secluded area behind the guards' work area.

Without hesitation, he walked towards an unassuming little house, and after several verifications including fingerprint, iris, and voice, he opened the door to a long, sloping corridor.

As Vann walked, he explained, "Congressman Kelly, this house is near the Hudson River, and the corridor slopes down to the riverbed. The place we're going to is built right under the river!"

Don't be fooled by the fact that this corridor looks ordinary; it's actually equipped with a variety of detection devices, including infrared, vibration, and temperature detectors.

A corridor, seven alloy gates, and behind the walls on both sides, at least thirty fully armed prison guards are on standby at all times to ensure absolute security!

As they spoke, the two walked to the end of the corridor, where they found a circular hall with a high platform in the center. Five armed prison guards were constantly watching the monitors in front of them.

Six elevators are arranged in a circle around the wall.

Upon seeing the two arrive, one of the prison guards, wearing gold epaulettes, immediately stood up straight, saluted, and then remained silent.

Van En waved to him as he continued working.

"Congressman Kelly, the guards here are different from those elsewhere. They are all recently retired soldiers, most of whom have served in battlefields in the Middle East and Africa."

The people in the lobby are former special forces soldiers; they are in charge of overseeing the six elevators, and only those that have passed all the certifications can use them.

"Congressman Kelly, this way, please."

Van En randomly selected an elevator, and once inside, it went straight down without him needing to operate it.

I don't know how far we descended, but when the elevator doors opened, there was an extremely heavy iron door in front of us, like a bank vault.

He opened the iron gate with a few movements, revealing a long corridor that stretched as far as the eye could see.

"Congressman Kelly, there are eighteen cells on each side, a total of thirty-six. The other five are the same, a total of two hundred and sixteen cells."

The entire underground prison is located hundreds of meters underground. Outside the prison are several meters thick reinforced concrete and steel plates, and further out are natural granite layers.

Finally, after crossing rocks and soil, we reached the Hudson River at the top.

Besides being indestructible, each cell can be customized with materials such as super alloys, high-temperature resistant materials, cold-resistant materials, and electromagnetic fields to meet all your requirements.

Without a doubt, no one can break down the walls of this prison. The only way to leave is through the passage we control!

Fan En smiled and pointed to the elevator behind him.

Upon hearing his introduction, Congressman Carey nodded repeatedly. He was quite satisfied with everything here. He didn't believe anyone could escape from here, not even those strange fellows!
