Chapter 77: Savagery and Civilization

The Medias Sector presented new opportunities for everyone; the sector was desperately short of manpower.

Rex received the message and immediately sat up straight, treating it with the deference due.

Dr. Hermo, standing nearby, noted this with some surprise. Only high-ranking members of the Alpha Legion commanded such respect from Tech-priests.

The Mechanicum maintained a strict hierarchy, and it had taken Dr. Hermo decades to reach his mid-level position. He personally preferred the quiet atmosphere of mechanical research to the demands of rank.

Upon hearing Omega's question, Rex immediately understood and had Hermo organize the data for the current star sector.

The Cogitator Array aboard the warship processed the massive data flow, and Omega quickly gained a clear picture of the sector's situation.

One hundred million immigrants are distributed across one hundred planets. One million people per world, barely enough to maintain a single city's operation.

Currently, all planets were in the process of establishing cities to ensure survival.

Of course, many criminals had already abandoned the construction sites to wander the planetary surfaces, and the city garrisons lacked the manpower to pursue them.

Since each planet's core consisted of officers and tech-priests, these individuals strictly followed protocol, gradually recruiting those willing to submit, forming armies and administrative bodies.

The expected chaos and disorder hadn't materialized. These people understood that the entire star sector was Alpha Legion territory. They didn't dare cause trouble, nor did they have sufficient numbers to attempt it.

Omega was pleased to read the reports, relieved to find that things had turned out exactly as he'd predicted.

When large groups of strangers gathered together, regardless of who they were, criminals, refugees, nobles, wealthy merchants, or slaves, they would spontaneously emerge from chaos to form order and organizations.

Environmental changes and conflicting interests would drive these organizations to constantly compete and form alliances for survival, eventually leading to the emergence of several dominant powers.

To survive, these people had to engage in various divisions of labor and cooperation, building the rudiments of a functioning society.

Humans were originally savages. They evolved into tribal societies, and from those tribes, through alliances and expansion, they became nations, entering civilized society.

Human civilization didn't begin with politeness and morality. It didn't initially have laws and ethics to regulate behavior.

Omega intended to recreate humanity's journey from barbarism to civilization, guiding this sector toward order. The officers and mechanics with conviction were the shepherds guiding the people on those planets.

If things went astray, Omega could intervene personally to combat the worst excesses and correct civilization's course.

Considering that he'd be living on planet Leviel for the next few years, awaiting Horus's arrival, he asked about the problems Rex was currently facing.

Rex stated bluntly that the people brought by the civilian transport ships were too restless; he feared chaos would ensue if they remained directionless too long, who knew what might happen.

Inside the Steel Fortress, Rex and Dr. Hermo listened quietly, while Omega smiled calmly on the space bridge.

"Human civilization has progressed from barbarism to order. Tens of thousands of years of human history have never lacked war and conflict; this isn't unique to humankind, but has been true of every civilization."

"We lead the sector's development. As long as we guide continuous construction and progress over the next fifty years, the overall direction will be sound."

"By then, we'll manage the sector as an advanced, civilized society. This is the evolution from barbarism to civilization."

Rex and Hermo were struck by what they heard. Hermo, as a scholar, couldn't fully grasp the implications, but from Omega's confident, calm tone, he seemed to have foreseen both the current situation and future developments.

This was the legendary mastermind behind the Alpha Legion.

Rex was equally impressed. Having experienced Omega's guidance before, he believed the judgment was correct and hoped to observe this wisdom in the sector's development.

After gaining a general understanding of the approach, Rex, fearing he might mismanage an entire sector, asked detailed questions about potential issues. Omega answered each one.

Rex finally asked, "Once the sector reaches civilized society levels, should we continue importing criminals and refugees?"

"We'll stop at that point. Once a highly developed civilization reaches that stage, the local planets won't tolerate barbarism; they'll reject it. Forcing introduction will only lead to chaos," Omega stated confidently.

"Thank you for your guidance, sir. I'll build the Medias Sector and the Medias Forge World well. I won't let you down."

"Good."

After the call ended, Rex, who had been troubled by the disruption newcomers caused at the Forge World, now looked forward to the future from a different perspective.

Hermo listened throughout, his expression surprised that Omega was actually introducing criminals and refugees to populate the star sector from the perspective of evolution from barbarism to civilization.

As a scholar, he thought about it and found it... feasible.

Dr. Hermo exclaimed, "Director Rex, just who is that person? It's unbelievable that he could devise such a method!"

"Oh, after listening for a while, what kind of person do you think he is?" Rex retorted, though he held Omega in the highest regard.

Dr. Hermo reflected and analyzed, "A person who understands human nature, war, and social development so thoroughly, and uses this understanding to guide humanity's progress, such a person is comparable to a sage. In all my decades of life, this is the first time I've met... no, the first time I've even heard of such a person. I'm truly curious about their identity."

Hearing this, Rex laughed. "You also think the Master is a sage? Hahaha, I think so too!"

Hermo and Rex exchanged a glance and laughed together. Trusting in Omega's extraordinary wisdom, they worked even harder, curious about how this sector would develop.

Six years later

Planet Leviel, Advanced Technological World

Skyscrapers stood tall, their windows glowing with countless lights. The illumination adorned this human world that had remained isolated since ancient times, continuing to survive and develop within its star system.

Countless aircraft shuttled between the high-rise buildings, and the dazzling glow of ion thrusters from numerous gunboats streaked across the sky.

The entire planet was filled with highly developed cities, though it was clear the world was currently dominated by two major factions working together to fight enemies from space.

Nearly five to six hundred warships from planet Leviel formed a massive fleet in orbit to confront the approaching Luna Wolves fleet.

The local ships were clearly larger than the Luna Wolves' vessels, indicating significant differences in design philosophy and construction capability.

To compensate for qualitative disadvantages, Planet Leviel employed large numbers of interstellar fighters and civilian warships to supplement combat power.

Aboard the Luna Wolves Flagship

On the massive flagship's bridge, Horus and the four members of the Mournival- Ezekyle Abaddon, Horus Aximand, Tarik Torgaddon, and Garviel Loken- quietly observed the three-dimensional star system data model.

Despite Planet Leviel's numerical compensation through fighters and civilian craft, the Luna Wolves were rapidly annihilating enemy forces across the entire battlefield.

Garviel Loken, as one of the Warmaster's key commanders, observed the display with a tactical eye. "For a lost human world, Leviel's technological level is impressive. It would be regrettable to see it destroyed in total war."

His voice carried the measured cadence of an Astartes warrior presenting strategic counsel. "I suggest we destroy their space fleet, then negotiate to bring them into compliance with the Emperor's will and secure their assistance for the Great Crusade."

Tarik Torgaddon, ever ready with a jest even in war's midst, added, "Intelligence indicates there are currently two government factions on Planet Leviel: the recently risen Poor People's Alliance and the Rose Council composed of high-ranking nobles. Which faction should we negotiate with?"

Ezekyle Abaddon, the First Captain, whose very presence commanded attention, said calmly, "We have witnessed such division on countless worlds, oppression and resistance, two opposing forces in eternal conflict. None of this should concern us."

His tone carried the weight of hard-won experience. "We should not squander energy and time on such matters. Let Leviel's people settle their own affairs once they bow to the Imperium's authority."

As the Mournival debated the path to swift compliance, the tactical display suddenly shifted.

Hundreds of enemy interstellar fighters had miraculously penetrated the Luna Wolves' warship screens, attacking escorts and driving straight for the flagship itself.
