Peter used his webbing to seal his mouth shut.
"I'll be back to chat after my friendly neighborhood Spider-Man catches your buddies."
With that, Peter dropped down.
Shocker's accomplice, seeing Shocker instantly captured, immediately realized he was up against someone formidable.
Likely the Avengers!
So, he decisively threw his teammate under the bus, hitting the gas pedal to escape.
Then, a "thud" echoed from the roof of the car.
Following that, a metal rod pierced the car window, plunging directly into his steering wheel. The part extending down precisely trapped his foot against the driver's seat, immobilizing him.
"I surrender, I surrender!" He immediately took his hands off the steering wheel and clasped his head, a practiced movement that was almost heartbreaking.
He'd probably been caught a lot.
Daredevil, kneeling on the car roof, was taken aback by his actions.
"Get out of the car, hands on your head, and squat beside it," Daredevil said calmly, withdrawing the rod.
"Okay, okay," the guy was also very obedient, following instructions and getting out of the car.

Then, Peter fished a phone out of Herman's pocket, dialed the New York City Police Department, and, with a touch of dark humor, shoved the phone to Herman's ear.
Herman looked at him speechlessly, then resignedly reported himself to the police.
The person on the other end of the line was initially disbelieving. Only after Herman repeatedly emphasized the situation did they hesitantly agree to send a police car.
Peter then grabbed Herman, leaping high into the air to join Shocker, and hung the two of them together.
Next, Peter sealed Herman's mouth and attempted to question Jackson Bryce in a similar manner.
However, this guy seemed rather arrogant, or perhaps just a bit neurotic.
Peter questioned him for a long time without getting anywhere.
It made him want to take Jackson down and let the Punisher deal with him.

Peter nodded, a little embarrassed. "Those two guys..."
Daredevil smiled slightly. "Leave it to me. I'll wait until they're taken away by the police before leaving. Also, Frank has already left, so you don't have to worry about them being killed by Frank."
"Ah, Mr. Castel is gone?" Peter asked in surprise.
Daredevil said, "Anyway, he got what he wanted. As for those two, he said they were your prey, and he doesn't have evidence of their crimes, so he's not interested in them for now."
"I see. It seems Mr. Castel is a man of principle," Peter's impression of the Punisher improved slightly.
Daredevil chuckled.
After thanking Daredevil for his help, Peter took the two men down from the bridge and put them in the car.
