Seeing that all 640 heroes who she had gathered here were willing to follow her plan for a global alliance to fight this threat she smiled.
" But before we can act we need to prepare as to take on this mission will need a lot of preparation am I right?" Said Chakra as looked at everyone with them agreeing to it.
" Though it will take at least a bare minimum 3 years" said another hero but this time from the UK as was thinking about it.
"It might take longer if my fears are correct then" said Endeavour as he looked extremely annoyed by something.
" What do you mean Endeavour?" Asked Ultimasaur as he looked at his fellow top hero with worry not wanting him to say what he was afraid to hear.
" The underworld here in Japan has seen an all time high rise in activities higher than even before the time of All might but nothing on the surface or the underground" he states with a rather grim tone.
(A/N:The underground is different from the underworld in that underground is where most low rank criminal or villain activities happen that's where the league of villain found their fodders while the underworld is well literally and underworld a place that exists below the ground where the true powerhouses lie in this fanfic like AFO)
"Yours too huh" says Ultimasaur which was caught by all the heroes and they immediately understood the meaning something was happening that could be very dangerous.
" Then very well we will form the alliance officially by next year but the preparations for the war won't happen until a few years from now as we can clearly see something isn't right so do we agree?" After that all the heroes agreed .
AND THUS THE INTERNATIONAL HERO ALLIANCE WAS UNOFFICIALLY CREATED BUT WON'T BE MADE OFFICIAL UNTIL NEXT YEAR.

At an unknown facility
"Well well well this really is an interesting specimen" said a man who was sitting on a throne in a dark room.
"Sir are you sure that the association will not come to get rid of it?" Asked the man's underlying.
" Yes I'm absolutely sure as much as they like to preach about not interfering with the world and about keeping their secrets they aren't bothered enough to try and take on the underworld too much of a hassle for them" said the man as kept staring at the specimen that was stolen from the facility.
" I see so what do we do now master?" Asked the underling.
" What else but what we do best we wait for when the time is right until then we wait" said the man as he smiled at what he saw at the screen.

Somewhere in the Amazon rainforest
A group of explorers were moving along the great wilderness as the documented everything they saw.
The reason for their exploration was in fact to learn about the sudden explosion in wildlife population seen in the rainforest as well the rapid increase in plant growth and even that was dubbed the Amazon bloom.
The Amazon bloom was an event that happens once every 20 years for the last 2 and a 1/2 centuries it was once thought to be due to a quirk but was eventually dismissed due to the sheer scale of the event as well as the fact that it occurred nearly 5 decades before quirks were ever recorded.
And so the explorers went deeper and explored and documented everything for weeks until they were literally what could be considered the centre of the entire rainforest which was an extremely grateful feat due to the increased and evolved wilderness.
And so the group took a break and celebrated their achievement and started talking among themselves until one of them noticed something.
He couldn't see clearly due to all the wilderness but what he could make out was the appearance of a woman with fairer skin then the locals but nowhere near as theirs she covered in tattoos seemingly almost like those of ancient latin american culture.
But what trully gain his attention was in fact her eyes those shining azure eyes that seems to stare right onto his soul as he kept staring he blinked and the next moment he was in a hospital.
Seeing this he was immediately confused at what happened and so when he asked the staff he learnt that he was in fact in Manaus the largest and only surviving city in the Amazon basin after the Amazon blooms.
And that he and team were found off the course of the river unconscious and that around over 17 days had gone by that their team had failed to contact them .
This event was eventually revealed to be a reoccuring incident as several researchers and explorers would travel into the forest but only to lose consciousness and wake up near settlements .
But all of them had one thing in common and that was the fact that they always see a woman with glowing azure staring at them when the asked who that was the staff simply told them that she was among many of the herald of ....
