Chapter 113: Rayquaza's Birth, Ryan's Alliance
Ryan had been waiting for this moment since the day he met Ruby. Ruby appears in the Pokémon Adventures manga, having defeated a Salamence in her youth. Norman then travels to the Hoenn region, and everything mirrors the manga.
In the manga, after Ruby defeats a Salamence, she wanders around the Mossdeep Space Center, accidentally releasing Rayquaza, which was being used for research. Norman then sets out to capture the fleeing Rayquaza. After carefully investigating Rayquaza's whereabouts at the Mossdeep Space Center, Norman finally discovers that Rayquaza is not roaming the ozone layer, but rather slumbering atop the Sky Pillar.
This is the plot from the manga. So, if there are any legendary Pokémon that the League cannot control, then the Hoenn region's three legendaries—land, sea, and air—are definitely among them. And Rayquaza will definitely not reconcile with the League. After all, for a legendary Pokémon like itself, being captured by the League for research is a disgrace. So, after understanding the situation, Ryan decided to cooperate with Rayquaza. Furthermore, since the League could capture Rayquaza with their capabilities, he absolutely could not afford to offend the League until he had fully developed his power. Otherwise, his legendary Pokémon were still too weak, and the League would have plenty of ways to eliminate Ryan if they truly wanted to.

Rayquaza is a serpentine dragon, mostly green, with red-rimmed, rudder-like wings along its shoulders and lower body, and a similar fin at the end of its tail. Yellow rings encircle Rayquaza's body, and another yellow ring appears on its head. It has two limbs ending in three-clawed hands.
Its head has two long, flattened, horn-like structures, with two smaller horns beneath them. Rayquaza has prominent gums, with two distinct fangs at the tip of its upper jaw, while the rest of its teeth appear completely encased in gum tissue. It has small yellow eyes with black pupils, similar to those of Kyogre and Groudon.
"Finally, it's gone?" Rosa gasped, not even breathing until she saw Rayquaza disappear. "Such a powerful aura! I could barely breathe in front of it."
"Is this Rayquaza?" Ruby's eyes sparkled. "Powerful and elegant, exactly my ideal legendary Pokémon!"
Ryan smiled but remained silent. Although they had reached an understanding with Rayquaza, it wasn't enough. Rayquaza's power alone was limited, and it wasn't enough to stand equal with the League right now.
Only after reaching the Hoenn region, with Groudon and Kyogre's cooperation, plus Lugia's support, along with Mewtwo and his own legendary Pokémon, would Ryan have the strength to negotiate with the League as an equal.
He hoped Maxie and Archie would quickly awaken Groudon and Kyogre. The sooner they did, the sooner Ryan would have the power to stand on equal footing with the League.
Just as he was thinking this, the Pokémon egg in his hand trembled slightly, then emitted a strong white light.
"What?! It's hatching!" Rosa exclaimed.
Even without Rosa's reminder, Ryan knew the Pokémon egg was ready to hatch. The white light gradually faded, and a small Rayquaza appeared in Ryan's arms. The little creature blinked curiously at Ryan, then licked his face with its tongue.
Its meter-long body coiled around Ryan's left arm, pushing Celebi off his left shoulder and claiming it. Celebi helplessly patted the tiny Rayquaza's head and flew over to sit on Ryan's right shoulder.
Ryan happily patted the tiny Rayquaza's head, his mood brightening.
