The situation had changed. The Shinobi Sect's status now rivaled Amegakure itself. They could not just pick any random place to settle down. The location had to be chosen carefully, weighing multiple factors.

"How about a village in the central part of the Land of Rain?" Yahiko suggested with bright energy. "That way, the Shinobi Sect's influence can spread across the whole country more easily, and we can provide better security to everyone."

Right now, the thing Yahiko wanted most was peace. If the headquarters was placed in the center, Shinobi Sect ninja could respond to trouble in any direction as fast as possible.

"You want every move we make to happen right under Amegakure's nose?" Kakuzu shot back.

Amegakure itself was established in the central region. With the manpower difference between the two sides, it would not be hard for Amegakure to keep the Shinobi Sect under watch.

Even if they were coexisting peacefully for now, in Kakuzu's eyes, an enemy you were not fighting temporarily was still an enemy. You treated them with caution, always.

"If we choose the central region, Amegakure's ninja will inevitably become more wary of us," Ikechou added.

"Nagato, do you have a good location?" Yahiko asked casually while scanning the map.

Nagato thought for a moment before replying. "If the goal is peace, then the eastern region seems like a good spot."

Nagato always kept Mugetsu's words in his heart. Before you acted, you had to clarify your objective.

"The eastern region is trapped in chaos because of the Konoha versus Iwagakure war and the Sunagakure versus Kumogakure war," Nagato continued. "If we can calm the east, it should significantly help bring peace to the entire Land of Rain…"

As he spoke, he noticed everyone staring at him.

Nagato's voice turned cautious, as if he was afraid he had said something wrong.

Yahiko happily patted Nagato's shoulder. "Nagato, you are improving so fast. You think about things much more completely than I do."

Nagato smiled, a little embarrassed. He did not think he was better than Yahiko. He simply remembered more of what Mugetsu had taught and used it to analyze the information they already had.

"Stopping the chaos in the east would definitely help," Kakuzu said, "but the danger there might even exceed the central region."

He pointed at the map.

The eastern Land of Rain sat close to two battlefields.

To the north was the war between Iwagakure and Konoha in the Land of Grass.

To the south was the war between Kumogakure and Sunagakure in the Land of Rivers.

Caught between them, the eastern Land of Rain had become like a sieve. It was completely normal to see ninja from any of the great villages moving through.

And because of that environment, the eastern Land of Rain now had the highest number of rogue ninja, along with the most active ninja organizations.

"After all," Kakuzu said bluntly, "the Shinobi Sect is still missing a large amount of mid level power."

That was their most fatal weakness.

Even if they were considered a village, their high level combat power was strong. They had Mugetsu, who could suppress Hanzo the Salamander, and they had young talents like Nagato.

But in the middle, they fell far behind. Most Shinobi Sect ninja could not defeat the experienced chunin of the five great villages.

In a region as chaotic as the east, nobody foolish would provoke Mugetsu or Kakuzu directly.

But the other Shinobi Sect ninja would not receive the same "respect."

If conflicts broke out, battle would be inevitable.

Nagato and Konan, the founders of Akatsuki, had no objections either.

"I do not have anything in common with him!" Obito shouted.

Kakashi's eye did not even twitch.

"You are the one who has something in common with him," Obito shot back, refusing to lose.

Yamato still did not understand what was happening, but he felt insulted anyway.

"You will not admit it?" Kakashi said flatly. "Then we will prove it with facts."

Ever since Obito's Fire Dragon hatched, he had become a little too cocky. Kakashi decided it was time to remind him who the vice captain was.

Kakashi pulled three test papers from his ninja tool pouch.

"These are questions I compiled based on what Teacher Mugetsu taught," Kakashi said, holding them up. "We will see the truth on paper."

Obito went stiff.

Playing dirty, huh?

Who puts test papers in a ninja tool pouch?

Yamato scratched his head, completely lost.

This clearly started with him, yet now he felt like an innocent bystander dragged into a battlefield.

Kakashi continued, voice calm and merciless.

Kakashi turned to Obito.

"Obito, are you done?"

And so, Yamato and Kakashi watched Obito struggle for another hour.

He just declared himself done.

Yamato's stomach rumbled again, shamelessly loud.

But neither Kakashi nor Obito noticed. They were already grading each other's papers using the answer key Kakashi had written down.

"The competition between Teacher Mugetsu's disciples is so fierce," Yamato lamented silently.

He had not been this hungry even while being secretly trained by Danzo.

Root at least fed people on time.

"One hundred points," Obito said, reluctantly handing Kakashi's paper back.

He wanted to give Kakashi a low score, but he had to admit it.

Kakashi was terrifying.

He had memorized everything Teacher Mugetsu taught, practically without error.

Obito then graded himself in his head. Since he had just written everything, he remembered his answers.

"I probably got a little over fifty. I should not have spaced out and let my mind wander. If I had focused the whole time, I should have passed."

Obito was relieved Rin had already left.

If he failed, the worst that would happen was Kakashi mocking him.

"Sixty," Kakashi announced. "Barely passing."

Obito stared.

Did he misremember what he wrote?

Kakashi clicked his tongue, voice low with regret.

"Tsk. I was so close to stomping your face into the ground."

Kakashi spoke softly, but they stood close enough that Obito still heard it.

Obito nearly exploded.

"Hey! You just said something absolutely unforgivable!"

But because Obito had passed using his own ability, his mood was good. He decided not to hold it against Kakashi.

"So," Yamato asked weakly, "can I go home and eat now?"

He was genuinely starving. He just wanted to leave the South Border Forest and buy something.

"What do you want to eat?" Obito said generously. "It is on me."

They shared the bond of test paper suffering. One meal was nothing.

"Sanma and yakitori," Kakashi answered instantly, stealing the chance.

"No problem," Obito replied without thinking, then froze when he realized who spoke.

His expression changed at once.

"No! No sanma, and definitely no yakitori!"

Yamato felt numb.

He had a strong feeling he would not be eating anytime soon.

From recent experience, when those two started contradicting each other, it usually lasted about ten minutes.

Kakashi silently pulled out a photograph.

"Treat me to dinner," Kakashi said, "and this photo is yours."

Obito lunged for it, but Kakashi stepped aside, dodging cleanly.

"I will treat you," Obito said, patting dust off his clothes as if forcing dignity back into place. "But you absolutely cannot go back on your word!"

The fact that Kakashi had secretly taken an unflattering photo of him during internal sparring was a knife in Obito's heart.

He wanted to burn that photo until not even ash remained.

"As everyone knows," Kakashi said calmly, "I am very good at keeping promises."

In truth, Kakashi had already planned to give it to Obito.

He had a hundred identical copies at home.

Giving away one did not matter.

Because Kakashi used the photo to end the match, the conflict ended far earlier than Yamato expected.

"Finally," Yamato thought, "I can eat."

Obito and Kakashi then took the starving Yamato into town.

Since it was already evening, snack vendors had set up everywhere. Obito did not take Yamato for a full meal. Instead, he moved from stall to stall.

Before the test began, Obito had already sent a shadow clone home to notify his grandmother, so returning late was fine.
