Kenjaku's Idle Transfiguration had also taken effect gradually. Over time, it finally succeeded in covering the entire globe, and within its range, many who were unaware of Chakra's existence were indeed found.
After all, not everyone had the privilege of using electronic devices. Schwarzer had to admit that even though they all lived on the same planet, the disparity between people, and between nations, was immense.
