Chapter 14 - Chapter 14: Final Stages

Two days later, Cecil was once again back at the control center for the GDA, finally free from the reach of greedy politicians.

Although things did not happen as he would have liked, it was still a good thing that all those representatives managed to agree on letting the aliens settle on earth.

His best guess on why they agreed to that, Cecil believes that after the recess, most of the representatives were able to surmise that it would be difficult trying to get in contact with the aliens without the GDA and even if it wasn't the Aliens are familiar with Cecil as such would be unwilling to speak to anyone else.

This meant that it was much better to agree to letting the aliens settle on earth.

When all the representatives agreed that the next stage was to discuss where the aliens would live on earth, however, the U.S. representative Johnson said.

"As much as we are the ones who own the land and are the residents of earth, why not let the aliens choose where they wish to settle? After all, we don't know the environment of their planet. I believe it's better to let them choose what is best for them"

Of course, everyone knew what he was getting at. Letting the aliens choose where they wish to live was bullshit, However the continent the Aliens choose will get first dibs on their technology, meaning the continent the aliens choose to stay on will become significantly more powerful than the rest.

It was still the same idea as before however this time the difficult task of trying to contact the aliens was no longer necessary and instead once the aliens touched down, it will be a race to try and convince them of the best continent to live in.

Cecil let out a sigh. Politics was a game of who could gain the advantage the best way possible, and it was a headache.

He paced back and forth, with a scowl on his face, as he waited for the transmission from the Aliens. He wasn't necessarily under stress or any pressure but he did not like how there were literal aliens knocking on their door and the only thing politicians seemed to think about was what benefits could they get from the situation.

While Cecil was thinking and waiting, the doors to the command center slid open, and Donald walked in carrying a tablet.

"Sir, you need to see this"

That was the first thing Donald spoke as soon as he entered.

"Let me guess, something that needs the guardians?"

He asked with almost a relieved tone in his voice, for some reason things have been awfully quiet on earth, aside from the internet practically being on fire thanks to some random guy who likes Astronomy, nothing seemed to be going on.

No evil scientists wanting to take over the world, no Kaiju, even low-level thugs like Kill Canon were quiet. It was a slow month.

"No sir, Look"

He turned the tablet towards Cecil, showing him what was going on, and that was the United States president holding a press conference and announcing the decision the UN had come to regarding the aliens.

"What the hell is he doing?!"

He watched as President Ronald McDonald addressed the nation and revealed that the UN had "graciously" decided to allow the aliens to settle on earth, and they promised to share their advanced alien technology with humanity.

"It's not just him sir"

Donald swiped on the tablet and showed the president of China doing the same thing. He swiped again and showed the Russian president also doing the same thing.

"Fucking politicians!!"

He cursed, all of them were basically saying the same thing that their countries are willing to accept the aliens into their borders. This was not what was agreed upon by the UN, they were supposed to wait for word from Cecil once he negotiated a good deal regarding the technology the aliens are willing to share.

Them sharing spaceship technology was good but not enough, weapons, agricultural technology and other essential technologies are things earth also needs as well. Having better food production technology could significantly reduce world hunger.

Suddenly declaring you are willing to settle the aliens without having proper negotiations with them was beyond foolish but again Politics was a game of who can get the best advantage the quickest way possible.

Cecil once again sighed. He was about to give orders to Donald however those words died in his throat as one of the agents present in the room spoke.

"Sir, we're getting a transmission"

He clenched his jaw, cursing the horrible timing, but he took a breath, calmed himself and gave the agent the order.

"Put them through"

He said while quickly turning to face the monitor and fixed his posture.

The monitor blinked to life and the form of the Viltrumite Emperor was on full display.

"Greetings Director of the GDA, Cecil Stedman"

"Greetings to you to Emperor, I hope this fine day finds you well"

"Indeed. I hope you have good news for us?"

Thragg answered, choosing to immediately get into the meat and potatoes of things However, inwardly he wanted to jokingly answer about how he was in space and there was no day or night but he had to keep up professional appearances.

"Yes, the United Nations has agreed to allow your people to settle on our planet. However, it was determined that sharing space fairing technology is not a fair trade…"

Cecil paused and studied Thragg's facial features; demanding too much from the aliens could ruin everything as such he needed to speak his words carefully or rather he needed his words to be persuasive.

Looking at the Emperor he saw that his face remained neutral, he did not show anything.

"Understandable, what are your terms"

He gave Cecil a nod as he said those words, It wasn't unexpected to Thragg that Earth would want more benefits out of this deal and he honestly could not blame them.

It's also worth noting that he and his empire would be settling on earth for a very long time, eventually they would have shared a majority of their technology with the Earthlings.

"We thank you for understanding Emperor Thragg. The terms are as follows.."

Donald handed Cecil a piece of paper, an official document from the UN, a brief draft of what the UN wanted from the aliens. He then cleared his throat and began to read. Skipping the word salad and getting to the relevant stuff.

Under normal circumstances the word salad and political jargon would be something he wouldn't skip, as with it one can trick others into agreeing to a deal that is disadvantageous to them. However Cecil felt it was more important to be honest in this case.

The reason for the honesty was due to the fact the other party had greater fire power, meaning any trickery on earth's side might create issues down the line.

"In tandem with the sharing of space fairing technology, we Earthlings believe it is also necessary for the Viltrumite Empire to share agricultural technology to aid our agricultural endeavors. Technology to increase the growth rate of crops and its yield.

We also request that the Empire share its military technology and weaponry to allow us the capability to protect ourselves in the event a hostile aliens species seeks to invade our planet"

Cecil stopped, pausing to look at the Emperor. The director of the GDA had to advise the UN not to get too greedy and ask for everything under the sun, but keep everything short and within reason, stating that in due time the Viltrumites will be able to share more, so the terms shouldn't be too much.

He had feared that they would ask that Viltrumite share sensitive information, for now what matters was getting military weapons, agricultural technology and spaceships, asking them to share their information and knowledge would come later as asking for it right now might be a deal breaker.

As much as the Viltrumite were at a disadvantage, the very fact they exist makes it clear that earth is grossly unprepared for any large scale conflicts with any alien. They needed to arm themselves first.

"Hmm you do not wish to ask us to share information about other alien species that exist? Or share information about ourselves?"

"While information is valuable, we need to be able to protect ourselves first before anything"

Cecil explained, and the Emperor hummed as a response.

"I see, that is a sensible way of seeing things. Very well, your terms are acceptable"

Emperor Thragg saw no real reason to refuse the terms Cecil laid out, mostly because he as well would like for earth to have better technology, not to mention the Viltrumites will live on earth for quite an extended period of time, max 50 years, minimum 20.

"Thank you, Your Highness. On behalf of all humans, we appreciate your generosity."

Cecil offered with a slight bow of his head. Of course, there was a little voice at the back of his head that told him that it was a little too easy. However he chose to put it aside for the time being.

"Now that we've agreed on the terms of the trade, I believe it would be apt for your people to make contact with our people and make things official"

"Indeed, although I believe only a diplomatic Envoy is necessary? As multiple alien ships descending on your world would cause panic"

That made sense however, Cecil already knew that there was already some panic on the internet regarding the issue and now that practically all world leaders have announced that aliens are coming, it wouldn't surprise him if there were protests, however there was no need to tell them that, if they didn't already know.

"That is correct. However, I believe we should keep communications open so we may be able to send you the coordinates of the official landing site."

"Very well then, I will pick amongst my people for the envoy while you deliberate on the landing site."

"Thank you, Your Highness"

"No, thank you. Your people have given my people something invaluable, and Viltrumites repay their debts tenfold. You can count on that"

The Viltrumite Emperor ended on that, and the monitor went blank. The transmission wasn't cut off, but it instead muted, and Cecil ordered Donald to do the same on their end.

With that done, Cecil heaved a sigh, although he couldn't help but feel that last sentence from the Emperor sounded ominous, but if it meant what he believes, then Earth has gained an alien ally.

"Well Donald, what's a nice scenic view that an alien would love?"

Cecil asked with an amused grin on his face, although it wasn't lost on him that he needed to make countermeasures in the case the aliens became hostile, that means once they touch down, he will have to study them intensively.

"Why not ask Martian man, Sir"

Donald shrugged and suggested. Cecil looked at him. That was a good idea.
