Chapter 21: The Zenin Clan's Transformation
The "Jujutsu Supervisory Council" stood on the outskirts of Kyoto.
It was the highest ruling body overseeing the entire world of Jujutsu Sorcerers. At the top sat the Jujutsu Director, assisted by three Vice Directors. These four individuals were the peak of authority—gods among men in the jujutsu society.
Their appointments had to be nominated by the Three Great Families and finalized with approval from the Prime Minister of Japan.
Beneath the council were the two branches of Jujutsu High—Kyoto and Tokyo. Though known as educational institutions, they functioned equally as regulatory bodies that monitored and nurtured jujutsu sorcerers.
Each branch was led by a principal with full jurisdiction over the sorcerers under their roof. Yet even then, principals still answered to the Jujutsu Director. In emergency scenarios, the Director held the authority to override all chains of command and issue direct orders to every sorcerer in Japan.
In short, principals held very little real power. The true control over life and death within the jujutsu society... lay entirely in the Director's hands.
So what happens when a sorcerer goes rogue?
The jujutsu contract was clear—any sorcerer who disobeyed or breached the agreement could be subjected to one or more of seven punishments at the Director's discretion:
Public execution, secret execution, classification as a Curse Spirit, sealing, imprisonment, exile for introspection, and asset seizure.
And even if a sorcerer simply wanted to quit—too tired, too traumatized, too done with the job—they still needed the Director's permission to resign officially.
Promotion? Salary raise? Recognition?
All of it had to be reviewed and approved by the Director.
The power they held was absolute, and worst of all... backed by the Japanese government.
In this twisted jujutsu society, the Director was no less than a god.
But under the leadership of one Director after another... the jujutsu world didn't evolve—it rotted.
Gojo Satoru saw this coming long ago. Sure, with his overwhelming strength, he could've reduced the entire council to dust. But he knew destroying them wouldn't change the roots of a broken system.
So he chose a different path: nurturing the next generation.
To Gojo, real change could only come from teaching the youth a new way of thinking.
But that was Gojo's ideal.
For Zenin Kyūjō... starting today, the jujutsu world would have only one voice.
And no—it wasn't going to be his.
Kyūjō wasn't arrogant enough to want control over the entire jujutsu society.
But just a short while ago, after activating his unrivaled state, he stormed the Jujutsu Supervisory Council's headquarters in Kyoto—defeating nearly a hundred sorcerers who dared to block his path.
Then, without hesitation, he barged into the heart of their sanctum and slaughtered the entire leadership—Director and all three Vice Directors—in front of hundreds of horrified witnesses, right in their own fortress.
But before the bloodshed, Zenin Kyūjō had already sent out an official broadcast to the entire jujutsu world... using the Director's name and authority.
The message?
Effective immediately—
The headquarters of the Jujutsu Supervisory Council has been relocated to Tokyo Jujutsu High. The previous Director is hereby declared retired.
The new Director shall be Yaga Masamichi, the current principal of Tokyo Jujutsu High.
Furthermore, the four existing Special Grade Jujutsu Sorcerers—including Zenin Kyūjō himself—are officially appointed as the new Vice Directors of Jujutsu.
Just like that, Zenin Kyūjō bypassed the Three Great Families, bypassed the government, and restructured the entire balance of power in the jujutsu world in a single day.
And at the end of his announcement, he added one final, striking line:
"If there are any Jujutsu Sorcerers unwilling to follow this new order, feel free to come to Tokyo Jujutsu High. Gojo Satoru, Zenin Kyūjō, and Okkotsu Yūta will gladly welcome you... and together, we can discuss how to build a better future for our world."

The moment that declaration echoed across the country, the entire jujutsu society trembled.
Even Gojo Satoru, who hadn't moved a muscle, was caught off guard. He'd been appointed a Vice Director... without lifting a single finger.
And of course, Okkotsu Yūta—on a mission overseas—was just as shocked. Not to mention Tsukumo Yuki, who was off wandering the world as she always did.
Strangely enough, even though she had never met Kyūjō in person, Tsukumo Yuki didn't seem to mind his bold actions—or the fact that she, too, had been named a Vice Director.
To her, those crusty old men on the council had long outlived their welcome.
Thus, the massive reform led by a mere second-year student—Zenin Kyūjō—was forever etched into jujutsu history as "The Zenin Clan Transformation."
(A name enthusiastically pushed by the Zenin Family... for obvious political reasons.)
And because none of the Special Grade Sorcerers objected, the change went through almost too smoothly.
So smoothly, in fact, that even Gojo Satoru was left speechless. If he'd known it was this easy, maybe he would've done it years ago.
None of the regular sorcerers resisted. Not even the Three Great Families or the government dared to raise a fuss.
Instead... they sent official delegations to Tokyo Jujutsu High, eager to form alliances with the newly appointed Director—Yaga Masamichi.
You might think they were cowards.
But the truth was... they had no choice.
The writing was on the wall. Zenin Kyūjō was not someone you reasoned with. He didn't negotiate. He acted.
And they were smart enough to recognize just how close they were to being wiped out.
Worse yet, Kyūjō had dragged all the Special Grade Sorcerers into his scheme.
And all of them—Gojo Satoru included—remained silent, neither objecting nor denying. Their quiet meant consent.
Only then did Gojo realize something critical.
Power... was capable of rewriting the rules.
Those who couldn't? They simply weren't strong enough.
Could Gojo have done the same? Absolutely. He just hadn't tried.
But the most bewildered person of all... was Principal Yaga Masamichi.
He had literally just woken up from a nap—
Only to discover that he was now... the highest-ranking official in the entire jujutsu world?
The man responsible for commanding all jujutsu sorcerers in Japan? The one person no longer answerable to anyone?
No one could demand he explain his secrets anymore?
Faced with all of this, Yaga could only mutter:
"This happiness came way too fast... I'm really not ready for this..."

Yet, far from the commotion, one being was seething with rage.
A cursed entity born from a thousand years ago—a Special Grade Curse now known as the "Blooming Brain."
Zenin Kyūjō's actions had completely thrown his millennium-long plans into disarray.
Now, the cursed spirit sat motionless, gazing at the flickering curse screen before him.
In the screen's ghostly reflection...
