Chapter 38 - Chapter 38: Elemental Advantage and Counterplay

"Kotoamatsukami"—a genjutsu that rewrites another's will!

The Third Hokage was internally shaken by Shisui's confession. The admiration in his eyes was gone, replaced by deep wariness.

If Shisui had the power to alter Fugaku Uchiha's will… then he could just as easily alter the Third Hokage's.

Sure, Shisui was currently loyal to him. But what if that changed one day? What if he turned that eye on him? This ability was far too dangerous.

Shisui noticed the Hokage's silence and assumed it was due to doubts about the plan's effectiveness. He quickly added:

"Lord Third, if you're worried that my genjutsu might be discovered by the clan, rest assured. As long as I stay close to Captain Fugaku and subtly influence him over time, no one will detect anything."

The Third Hokage's expression subtly changed. For a moment, he didn't know whether to commend Shisui for his honesty—or worry that he, too, might be the next subtle target.

Was all that time Shisui spent near the Hokage's office... just a coincidence?

After a long pause, the Third finally responded with a neutral comment:

"Your eyes must be Mangekyō Sharingan. For such eyes to appear in your hands is both Konoha's and the Uchiha clan's good fortune."

Shisui nodded in agreement. "That's how I see it too. With these eyes, I'll bring peace to the village."

The Third turned away, avoiding eye contact. "I support your plan. You are the descendant of Kagami Uchiha, and you've inherited the Will of Fire. With you leading the Uchiha, maybe there really can be harmony between the clan and the village."

Upon hearing this, Shisui straightened up and said with resolve, "Yes, Lord Hokage. I'll carry out the mission immediately."

With that, Shisui left the office, his heart filled with hope for the future.

But what he failed to notice… was the Third Hokage's face darkening once he turned his back. His voice turned grim as he called to the empty space beside him:

"ANBU—check me. Have I been affected by any genjutsu?"

A figure emerged from the shadows and shook his head. "There's no foreign chakra on you, Lord Hokage."

Only then did the Third's expression ease slightly. He sank back into his chair, deep in thought.

From Shisui's description, Kotoamatsukami wasn't an invincible jutsu. It required prolonged exposure to the target to alter their will without being noticed.

Moreover, it could only be used a limited number of times—otherwise, Shisui would already have become Hokage.

But all of this was based on the assumption that Shisui was telling the truth. And no one could guarantee that. Who knew if Shisui would suddenly use it the next time they met?

With so many uncertainties, the Third had lost all trust in Shisui.

Even if he did uphold the Will of Fire—even if he was willing to sacrifice his clan for the village—he was now a threat.

With that thought, the Third Hokage made up his mind:

Never meet Shisui alone again.

Never give him the opportunity to alter my will.

He turned to the ANBU beside him and ordered, "Notify the advisors and Danzo. I want them here at once."

He had to call a high-level meeting—and report the existence of Kotoamatsukami to the others.

Meanwhile, Shisui left the Hokage Tower.

Though still burdened by responsibility, he felt a little lighter.

The Third Hokage is a good leader, he thought. He approved my plan and even promised to pardon the Uchiha, allowing us to remain in charge of the Police Force.

And the only cost… was one man—Captain Fugaku.

Compared to a full-blown coup that would leave both the village and the clan in ruins, this price was small.

All that remained was to gain Fugaku's trust—then subtly rewrite his will. Once Fugaku abandoned the idea of rebellion, the rest of the clan would follow suit. The coup would be stopped at its root.

As he walked down the street, Shisui came to a sudden halt. Up ahead, he saw fellow Uchiha officers violently dragging away a civilian.

Surrounding them were other villagers and ninja—furious, but afraid to intervene.

In the past, Shisui would've stepped in to stop this. But not anymore.

He didn't have the time or energy. Even if he intervened now, it wouldn't change the villagers' hatred of the Police Force. Only changing Fugaku's will could truly stop this pattern of abuse.

So he moved on.

Without realizing it, he wandered into a secluded forest.

From within the trees came the sounds of battle—and flickers of chakra. Shisui recognized the chakra signatures and paused, curious.

He leapt onto a tree branch and looked down, spotting Sasuke and Naruto sparring in a clearing.

Sasuke—Itachi's younger brother.

Naruto—the Nine-Tails jinchūriki.

But rather than their identities, Shisui was more interested in the intensity of their fight.

Despite only being first-year students at the academy, their strength was already comparable to fully trained genin.

They weren't using simple Clone or Transformation Jutsu, either. They were casting elemental techniques.

"Fire Style: Great Fireball Jutsu!"

"Wind Style: Gale Palm!"

Flames and wind erupted at the same time, colliding head-on.

Because fire is weak against wind, the flames grew even fiercer. At first glance, it seemed Sasuke's fire style had the upper hand.

But as the clash continued, Naruto's wind jutsu overwhelmed the flames.

Without enough chakra to sustain the fireball, Sasuke's jutsu was snuffed out. The resulting gust sent him flying, crashing hard into the grass.

Covered in dust, Sasuke got up, visibly frustrated.

"Fire is supposed to beat wind. So why did I lose so badly?"

Naruto walked over and helped him up with a smile.

"Elemental advantage is important, sure. But don't forget—fire needs air to burn. If the wind is too strong, it'll actually smother the flames."

"Also... I've got just a bit more chakra than you."

He held up his fingers with a cheeky gesture—"just a tiny bit"—as if it were only a sliver. In reality, the difference was massive.

Sasuke scratched his head, forced to admit Naruto had the edge in chakra. If he wanted to surpass him, he'd have to awaken the true power of his bloodline—the Sharingan.

Once the Sharingan was activated, it would boost his chakra reserves significantly.

But Sasuke had no idea how to awaken it. Whenever he asked his parents or Itachi, they just dodged the question.

They only ever said:

"You'll understand everything… once your Sharingan awakens."

So to find out how to awaken it… I have to awaken it first?

Every time Sasuke heard that, he couldn't help but feel something was off.

Like he was being played.
