The two attacks slammed together; heaven and earth shook, and the entire drydock was blown to pieces.
But to Chiyu, Lucci's full‑power strike was merely a warm‑up. Chiyu stood unscathed; Lucci was blasted back, blood at the corner of his mouth.
"Boss—are you all right?!"
Kaku and the others were shaken; they had never imagined the gap between them and Chiyu could be so vast.
"Rankyaku! Swarm Wolf Binary Star'!"
Jabra roared and also shifted into his Zoan beast form. Having eaten the Dog‑Dog Fruit, Model: Wolf, he poured everything into a savage slash enhanced by Rokushiki skill: four slicing waves, like dire wolves, lunged at Chiyu from every side.
Chiyu casually swept his arm.
"Lightning Fang."
This was a pure Goro‑Goro‑no‑Mi move, yet its power exceeded belief.

In one stroke, the four slashes—and Jabra himself—were blasted away. Jabra shrieked, charred inside and out, scarcely able to stand. Chiyu was mildly surprised that he had even survived; Zoan users' vitality truly is formidable.
Others were less fortunate.
Kumadori activated his unique art, Life Return, which allows total control over body and energy—even lifeless hair becomes a weapon.
"Life Return! Lion Shigan!"
His wild hair writhed like snakes, turning into countless fingers and shooting toward Chiyu—only to be reduced to charcoal by a single lightning bolt.
Moments later:
Blueno—dead.
Fukurou—dead.
Kumadori—dead.
Jabra—incapacitated.
The remaining three—Kaku, Kalifa, and Lucci—were all gravely wounded.
Just then—
BOOM‑boom‑boom!!
The distant thunder of artillery finally arrived. Ten Marine Headquarters battleships ringed Water 7, and on command a torrent of shells rained down.
Everyone's face changed.
Buster Call—initiated!
The ground shook, the sea roared, the city trembled. Nearby blocks were blasted to rubble.
Spandam screamed in terror:
"It's over! We're all going to die!
Uchiha Chiyu, even if you killed every CP9 member, do you think you can escape alone? We should scatter and run for our lives!"
Chiyu snorted in disdain. Lightning lanced from his fingertip, piercing Spandam's chest. Spandam collapsed, dying without even understanding what had happened.
"Chief!"
Though the CP9 agents despised him, he was, nominally, their leader; dying here was a public slap in their faces.
Lucci, Kaku, and Kalifa roared together, unleashing their final trump cards:
"Ultimate Rokushiki: Grand Wheel Rokuōgan!"
"Deadly Shigan: Whip!"
"Rankyaku: Full‑Circle Sever!"
These were the strongest techniques they possessed. Yet Chiyu did not dodge. The ferocious blows struck—then passed harmlessly through his body.
A Logia user's basic gift: elementalization.
Despair consumed CP9.
Chiyu spoke coolly: "So this is your limit. Let's finish it."
He rose into the night sky above Water 7, flames and shells streaking below, and looked down like a god:
"With this move, I'll send you all on your final journey."
Lucci, hopeless:
"To think it would end like this… Uchiha Chiyu, by killing CP9 you've made enemies of the Marines and the World Government! We may die first, but your time will come…"
Kaku smiled wryly.
Kalifa, too, smiled: "Not the best ending—but what a life we had."
Their words meant nothing. Chiyu summoned down lightning—
Divine Judgment!

The remaining CP9 members were obliterated, reduced to ash.
CP9—annihilated. Chiyu alone had wiped them out.
Just as Lucci said, he had now strayed from the Marines' path. The future was unreadable, even to Chiyu. He only curled his lip: walking the safe Marine path would have been so boring. Chaos made things interesting.

High above the endless barrage, Chiyu shook his head. Gazing at the devastated Water 7, his expression grew complex. Turning to lightning, he flashed back to his flagship Uchiha, already sailing away with nearly all Water 7's residents—Iceburg, Franky, and more.
Seeing him return, Nami and Vice Admiral Hina finally relaxed.
"Chiyu-sama—are you unharmed?"
Chiyu nodded, but hearing the townspeople's sobs, his heart sank. One fool's mistake had ruined an entire city—how absurd, yet real.
Iceburg lifted his head, eyes pleading:
"Vice Admiral… please save Water 7… Even if I'm guilty, the city is innocent…"
The townsfolk knelt in droves, begging:
"Please stop them, sir—this is our home!"
Hina muttered: "Once a Buster Call starts, it won't stop until the target is erased… not even a vice admiral can…"
Chiyu suddenly strode forward. Hina gasped:
"Chiyu-sama what are you—don't be reckless!"
Nami's eyes lit with hope. Iceburg, Franky, and the rest watched, clinging to a sliver of faith.
Chiyu said calmly, "No one's ever done it—so I want to try."
He turned to lightning and shot into the night sky, diving straight into the rain of shells.
Aboard ship, all watched in awe:
"That… that's a true god… a savior!"
Chiyu reappeared high above like a thunder god, swung his right hand downward—
Endless lightning cascaded, tearing the sky open, detonating the countless shells into radiant fireworks.
Ten Marine battleships, five vice admirals, and over ten thousand elite soldiers stared, shaken to the core.
