They weren't fast enough!
Having endured the worst beatings, Enel wouldn't let these elite Marines hit him. The Navy, according to Alistair, was one of only two entities with Haki mastery; the other was Amazon Lily, Alistair's support.
Therefore, Enel could let ordinary pirates hit him, but after Ace's fists and Hancock's kicks, he learned: stand still to be hit, but dodge to avoid it. His dodging was top-tier; his speed and Mantra were excellent; his arrogance sometimes led to beatings. Not today.
He turned into lightning, reaching the deck; Smoker's jitte and Hina's Devil Net missed. Smoker, turning into smoke, let the net pass through him; his cigar flickered, mirroring his mood.
"Logia-type!" Standing on either side of the mast, they looked seriously at Enel, who was picking his earwax, challenging them.
The Marines reacted, surrounding him. "Who are you?!"
"Back off!" Hina exclaimed, shocked at her men's stupidity; how could they attack someone they couldn't defeat? It was because they were Marines!
Most Marines couldn't see themselves as tools of the Celestial Dragons; their sense of justice was strong, like Akainu's faction; they had a vague sense of justice, killing pirates with a savior complex. This mindset was hard to break; some were trapped in their own world.
Most Marines fought with this sense of justice; their equipment and training surpassed their pirate counterparts; the Navy chased pirates. But that was against equal pirates, not someone like Enel.
Enel, with two years of Haki training, could reach Admiral level; he was two or three levels above Hina and Smoker; defeating him required tactics, coordination, and sacrifice. For these ordinary Marines, their efforts were futile. Alistair wouldn't fight Enel or Ace; he didn't do suicide missions.
But most Marines were ordinary, charging with false justice and unfounded pride, only angering Enel.
"Annoying," Enel thought; the Marines' shouts were distracting noise. He moved a finger; lightning struck, bypassing Smoker and Hina's mast, hitting the Marines on the deck. The powerful current stunned them; they fell, smoking. He cleared the deck instantly.
Hearing the commotion, more Marines rushed up. Smoker and Hina jumped from the mast. "Fall back!"
"Logia-type!" Hina shouted. "Get the Seastone cuffs!"
Enel grew serious; besides Conqueror's and Armament Haki, Seastone was his only threat. They'd almost hit him; Smoker and Hina exchanged glances; if Enel had relaxed, the Seastone on Smoker's jitte would have hit him. Hina would then restrain him.
"Lightning," Smoker said seriously, turning into smoke, charging at Enel. "A top-tier Logia."
But Logia battles weren't solely about fruit types; except for magma vs. fire, ice vs. snow, gas vs. smoke, only Haki and Seastone mattered. The Navy prioritized Seastone weapons and ships because: if Devil Fruits were a shortcut for pirates, Seastone was the Navy's counter, allowing them to injure Logia users without Haki!
Smoker and Hina's faces were serious; they needed one hit; Smoker's jitte needed to hit Enel once for victory. But if not…
Enel was amused. "That weapon…is it Seastone?"
Hina and Smoker were before and behind Enel. But Enel laughed maniacally. "But having a weapon means you have a physical form!"
"Yey hahahaha!"
His body became an electrical conductor; a massive current engulfed Hina and Smoker…
