Hearing those two words, the first thing that flashed through everyone's minds was the Sokovia Accords. After all, Rhodes had made it clear that Vision left because of the "Act."
So far, the only accord related to superheroes that everyone knew of was the Sokovia Accords.
Furthermore, Secretary of State Ross was involved in the Sokovia Accords from beginning to end, and the superheroes who signed it seemed to be under his jurisdiction.
Now that Ross is involved again, it's practically certain that this is the Sokovia Accords.
So, the interesting question arises: who are the other four wanted criminals Ross mentioned?
Could they be Captain America and his allies, who were arrested during the Civil War?

"You need a bit of courage right now," Black Widow said to Ross, equally blunt and even tinged with sarcasm. The tension between them was palpable. Seeing this, everyone naturally made another guess. Could it be that the four criminals Ross mentioned earlier included Captain America, Black Widow, and others? This was quite possible. After all, Captain America had protected Bucky during the Civil War and was on Ross's side when he was arrested! And that arrest ultimately failed, leading to the real civil war between Captain America and Iron Man. With that in mind, the basic outline of the situation became clear. "The world is in danger, do you think everything will be forgiven?" Ross's voice continued, his gaze sweeping over Captain America and the others as he questioned them.
