Even gods have their strengths and weaknesses.

According to established knowledge, Roy understood that legendary Pokemon were roughly divided into first-tier and second-tier gods. The Earth's Pokemon Alliance classified second-tier gods as "Legendary," while first-tier gods earned the designation "God's Domain."

The most distinctive characteristic of a legendary Pokemon was their mastery of specialized high-level energy and the complete fusion of their physical form with that energy.

After listening carefully to Frances's explanation, Roy concluded, "So the Pokemon of Elite-level trainers are actually at legendary level?"

Frances nodded thoughtfully, then shook his head. "Yes, but not entirely."

"Elite-level Pokemon, while possessing power comparable to legendary-level Pokemon, still fall short in terms of actual strength."

Frances showed a hint of helplessness as he continued, "Otherwise, why do you think the Alliance maintains separate classifications for 'Elite' and 'Legendary'? If their strengths were truly identical, it would be far more convenient to simply merge the categories."

This explanation left Roy somewhat puzzled. If they possessed the same level of power, what created the gap in actual strength?

"The answer is actually quite simple," Sebastian interjected from the side. "It comes down to differences in life form levels. The fundamental life structure of legendary Pokemon differs significantly from ordinary Pokemon. Even when wielding equivalent power levels, they vastly surpass normal Pokemon in capability."

"This manifests in legendary Pokemon having exceptionally high base stats, and the energy they command often contains incredible properties, such as Darkrai's nightmare manipulation abilities."

This concept differed slightly from the base stat mechanics found in Pokemon games, where many second-tier legendary Pokemon actually possessed lower base stats than pseudo-legendary Pokemon.

"The gap concerning life forms remains largely theoretical and unconfirmed," Frances noted, his mood brightening as he smiled. "After all, we've never had the opportunity to examine a legendary Pokemon's physiology directly, so we couldn't prove this hypothesis... but today, your discovery has confirmed our speculation."

"Mine?" Roy asked, momentarily startled before understanding dawned. "Mega Evolution?"

"Exactly," Frances replied with evident satisfaction. "Mega Evolution represents the power to elevate Elite Pokemon to legendary status."

This explained why Mega Evolution's transcendence of natural limits occurred much more rapidly than normal evolution. It was the power to transform an ordinary Pokemon's life form to match that of a legendary Pokemon.

Roy's professional-level Lucario, after undergoing Mega Evolution, remained at the professional level in terms of raw power. However, its life form had achieved legendary Pokemon status. The expanded aura power that Mega Lucario wielded, similar to Darkrai's nightmare abilities, transcended the scope of ordinary moves.

Faced with such legendary power, it became clear why the master-level Garchomp proved no match.

"What about Champion-level trainers?" Roy couldn't help but ask.

"Champions..." Frances didn't hesitate to share his knowledge. "Any Pokemon that has mastered 'God's Domain' level power qualifies its trainer for championship status. My Dragonite exemplifies this. However, due to life form differences, even my Dragonite cannot truly rival an actual 'god.'"

Roy nodded in understanding. The classification made perfect sense now.

Technically speaking, Elite level equated to Legendary level, but life form differences necessitated separate terminology for distinction.

During the Illuminati incident, Hermes had mentioned that aside from Frances's "God's Domain" level Dragonite, his other Pokemon were essentially Elite level in capability.

Considering this perspective, the fact that Japanese Champion Avi actually commanded two gods seemed somewhat excessive. Was there some hidden factor at play?

Hermes had also suggested that reaching championship level involved an element of 'luck.' Did Frances simply have poor fortune?

The information overload left Roy's thoughts somewhat scattered. After organizing his understanding, he formed a mental summary:

Elite level < Legendary level = Champion level < God's Domain level, though Champion and God's Domain belonged to the same general tier.

Generally speaking, humans remained weaker than gods. No wonder countries continued showing such respect toward legendary Pokemon—superior strength remained the ultimate authority.

"Well, that's ancient history now," Sebastian said, patting Frances's shoulder with a smile. "Mega Evolution grants legendary power. Once your Dragonite undergoes Mega Evolution, it can truly rival gods like Ho-Oh."

Frances nodded with a smile, his expression hopeful and expectant.

"Um..." Roy hesitated momentarily.

What would Mega Dragonite actually look like? The question burned urgently in his mind.

Sensing the shift in Roy's expression, Frances felt his heart skip a beat. A bad premonition crept over him as he asked cautiously, "Is something wrong?"

"Ahem." Roy adopted the gentle tone of a doctor comforting a patient. "Well, Mr. Frances, not every Pokemon can undergo Mega Evolution. I learned from Mew that only forty-six species can Mega Evolve. Unfortunately, Dragonite isn't among them."

Sebastian, Brayan, and Ryland, The Fire Elite, responded in unison: "Oh no."

Caroline bluntly stated with characteristic low emotional intelligence, "Your luck really is terrible."

Frances remained silent, processing this devastating news.

Sebastian felt less concerned—his Lucario could definitely Mega Evolve.

Brayan and Ryland looked at Roy nervously, fearing they might become the next unlucky victims.

Roy naturally knew the main Pokemon lineups of his country's Elite trainers. After consideration, he said, "Elite Brayan, your Gengar can undergo Mega Evolution. Elite Ryland, your Charizard can also evolve, and there are even two different Mega Evolution forms available."

"Sister Caroline's Gardevoir can also Mega Evolve."

Caroline responded softly with a simple "Mm."

"Two forms!" Ryland exclaimed with delight. "I'm actually incredibly lucky!"

Lucario, Gengar, Charizard, and Gardevoir happened to be the signature Pokemon of China's Elite Four. Having their strongest Pokemon capable of Mega Evolution provided maximum benefits. Their luck seemed remarkably good.

Amid the Elite Four's celebration, Frances appeared exhausted, rubbing his temples with the expression of someone thinking, "The joys and sorrows of humans aren't universal—I only find them noisy."

"Mr. Frances, there's still good news," Roy offered consolingly. "Your Altaria can Mega Evolve. After evolution, its typing becomes Dragon and Fairy, making it incredibly powerful and an excellent dragon killer!"

Frances stared blankly. Was this supposed to be good news?

For dealing with Elite-level trainers, he didn't need Mega Evolution assistance—his Dragonite alone could sweep through opponents. Only Champions warranted such power.

But as the world's only Dragon-type Champion, becoming a dragon killer seemed counterproductive. Who exactly would he target? It felt more like creating a civil war specialist or dragon traitor.

Roy continued his consolation: "Although Mew only knows of forty-six types, that doesn't necessarily represent the absolute limit. Perhaps the corresponding Mega Stones simply haven't been discovered yet. Maybe Dragonite's Mega Stone will surface eventually... in the distant future."

Frances extended his hand wearily. "I need some time alone."

After delivering this statement, Frances retreated to a corner to contemplate his existence.

Roy felt helpless—his country's Champion seemed genuinely unlucky.

"Frances has always been somewhat unfortunate," Sebastian confided, leaning closer. "From past to present, his luck with random events consistently lands him second place—neither exceptionally good nor bad. Don't worry about comforting him; he'll adapt soon enough."

Roy thought this assessment seemed rather harsh.

"Now let's discuss your situation, Roy," Sebastian said seriously. "You've shared Mega Evolution's secrets with us, and naturally, we cannot let your contribution go unrewarded."

Following Mega Evolution's revelation, combined with Roy's previous actions, the existence of Mega Stones and Key Stones could no longer remain hidden.

Every country possessed Key Stones, but locating corresponding Mega Stones proved challenging. Determining which Pokemon could Mega Evolve required verification, as did identifying which Mega Stones corresponded to specific Pokemon.

Moreover, verification methods remained limited—only trainers and Pokemon sharing deep bonds could achieve resonance between the stones. Random pairings wouldn't suffice.

The conditions were extremely strict, requiring enormous verification workloads. Other countries wanting to explore Mega Evolution's secrets would need considerable time and effort, likely requiring two to three years for complete research.

A two to three-year advantage provided tremendous benefits for any nation. Considering that global championship winners only maintained speaking rights for four years, Roy's contribution was immeasurable.

"Any reasonable conditions?" Roy asked with a grin.

"Certainly," Sebastian nodded, adding, "However, consider whether the country can accommodate your requests. Avoid anything too outrageous."

Roy understood—requesting assistance in capturing and defeating Mew would be completely unreasonable.

He already had his answer prepared and stated his conditions clearly.

"Key Stones. I want three Key Stones."

"I haven't considered other requests yet. We can discuss those later."

Three Key Stones currently equaled three Mega Evolution opportunities. Each quota represented a precious resource valuable enough for master trainers to fight desperately over.

For anyone else, even Elite trainers would struggle to obtain such permission. But Roy was different. After becoming Mew's chosen representative and developing Mega Evolution, China's high-ranking officials viewed him as an irreplaceable treasure—too precious to risk losing.

Sebastian nodded and agreed without hesitation, though he remained curious.

"What do you need so many Key Stones for?"

Mega Evolution required resonance to activate Key Stones, so possessing multiple stones couldn't enable simultaneous Mega Evolutions. Empathizing with multiple Pokemon simultaneously seemed like developing split personality disorder.

"I have some theories I want to test," Roy explained. "I'm not certain they'll work. I'll explain after experimenting."
