The air shimmered with warmth—not from fire, but from life.

For the first time in human history, Venus breathed with Earth-like air. The main terraforming engines, powered by Horizon's fusion of synthetic biology, atmospheric processors, and Heuriscan-guided climate control systems, had successfully stabilized a large portion of the planet's upper atmosphere. Massive sky-filter towers continuously thinned the remaining toxicity.

Cities had risen—sprawling arcologies, hovering farms, and crystal-clear bio-domes. And with them came something unexpected.

A baby boom.

With food production massively upscaled by autonomous agricultural complexes, and medical tech extending lifespans and increasing fertility health, families began growing—especially among colonists who had long put off children due to uncertainty or danger.

The UEG issued a report:

"Increased planetary habitability, economic stability, and medical access have resulted in a 38% spike in birthrates across Venus, Mars, and the Jovian stations."

Sociologists called it the "Horizon Effect."

A public hunger for peace had taken root.

"My child will never know the word 'airlock,'" said one mother during a live broadcast from Harmonix Medical Tower. "They'll know playgrounds, not pressure suits."

On the 10th anniversary of Venus' first stable climate zone, a system-wide broadcast echoed across human space. UEG President Adele Connolly stood beneath the clear dome of the Harmonix Arcology, children at her sides, and declared:

"Today, we stand not on a dream, but on our own world. Venus is no longer the sister of death—it is a cradle of life."

Even former critics of the Heuriscan systems, wary of synthetic intelligence, now praised the decision to limit their replication and keep them bound to terraforming cores.

"Venus didn't need a god. Just a good shepherd," Elisabet Sobeck would later remark in an interview.

Draft Bill Summary

Title: USTIB-91A – Interagency Terraforming Budget Authorization Act (2191-2291)
