"Our relationship with Squad Eleven is really that bad?", Noticing how one sentence from Rangiku Matsumoto got all the squad members riled up, Rosse couldn't help looking at her.
"Very bad. Extremely bad."
Rangiku Matsumoto nodded seriously, "Only Yachiru is a bit better. The rest of Squad Eleven, they look for trouble every day whenever they're bored. They're a bunch of people who just can't sit still."
"With Captain Zaraki's personality, I'm guessing he doesn't care at all," Rosse let out a helpless laugh.
All these things were just brushed over in the original story.
But just thinking about how Kenpachi Zaraki would charge in with his sword raised at the slightest provocation already says everything about how exhausting he'd be.
The key point was that Soul Reapers live long lives. They have plenty of time to mess around.
"If anything, Captain Zaraki is the root of all the chaos," Rangiku rolled her eyes, "It's because he constantly picks fights that Squad Eleven takes joy in stirring up trouble. And ever since he took over, he recruited a bunch of people from the back districts of Rukongai, which made them even worse."
"The Head Captain just lets this slide?"
Rosse was a bit curious, 'This should already be affecting stability inside the Seireitei, right?'
"He doesn't care at all. As long as Squad Eleven isn't harming their own comrades, it's not considered breaking rules. Squad Eleven usually just labels everything as 'sparring'. If you refuse, then you'll be branded a weakling, and every time they see you, they'll boo you," Rangiku shook her head.
The other squads had it better, since they were far from Squad Eleven.
Plus, each squad had a captain. Without Zaraki leading the charge, the others didn't dare cause trouble.
But Squad Ten was right next door, and they'd gone ten or so years without a captain, so they became the outlet for Squad Eleven's frustrations.
That group of energetic maniacs often gathered up a team just to come pick fights with Squad Ten.
If it weren't for her pretty decent relationship with Yachiru, the friction between the squads would've been even more direct.
"Then Squad Ten had it pretty miserable before. Don't worry. Now that I'm here, none of them will dare come stir up trouble," Rosse smiled a little and gave his guarantee.
From Rangiku's words, he could see how loose the Gotei 13 actually was.
It felt like everyone pretty much just minded their own business.
Even though duties were divided, it really just meant doing the routine daily jobs. When something serious happened, captains gathered up and waited for Head Captain Yamamoto to give orders.
"I believe in you, Captain. The moment I saw you knock down Captain Zaraki, I knew we finally had someone good," Rangiku placed her hand on Rosse's shoulder and laughed playfully.
She was ridiculously satisfied with this captain of hers.
Strength, looks, presence, eloquence, personality, capability... Rosse was basically flawless from every angle. Honestly the most perfect man she had ever seen.
She had really suffered enough waiting for someone like Rosse to finally come to Squad Ten.
After partying with the squad members all night, Rosse began his first official day as Captain of Squad Ten.
"These are the squad duties we need to handle?"
Pushing open the captain's office door and seeing the stack of documents reaching the ceiling, Rosse froze for a moment.
He had expected a lot of paperwork, but this was absurd.
The Soul Reapers were such a small group. How could there be this many things to deal with?
"Ah! These are the last ten years' worth of duties. Since we didn't have a captain, some tasks were hard to process," Rangiku gave an awkward smile, her voice dropping.
It was too embarrassing.
Ever since Isshin Shiba disappeared, she hadn't been serious about handling squad duties.
And Hitsugaya Toshiro, because he was training for Bankai, rarely had time to deal with them either.
All those years of buildup created this mountain of files.
"These all need a captain's signature? What kind of things are in here?", Rosse actually got curious and casually picked up a file to read.
"A fine for Squad Eleven? A 100,000 kan penalty because they damaged Seireitei structures during combat?"
He didn't expect the first sheet to be a fine confirmation for Squad Eleven. Judging by the format, it was written long ago, just waiting for a captain's signature.
"But look at the date. This was almost seven years ago. The fine hasn't been signed yet. Are they serious?", Rosse couldn't help complaining.
"Nothing we could do. Half of these are Squad Eleven's fines. With Captain Zaraki's personality, how are we supposed to collect from him?", Rangiku spread her hands helplessly.
"But then who paid for the repairs? Those buildings they broke seven years ago... don't tell me the money came from our squad's funds?", Rosse had a bad feeling.
"Well, not all of it."
"So some of it did," Rosse let out a sharp breath.
This kind of management felt even messier than the World Government.
"If it's buildings belonging to each squad, that squad pays for the repairs first and later gets reimbursed when Squad Eleven's fine goes through. If it's public areas, we front the money, but usually we just repair it ourselves, so it doesn't cost much," Rangiku complained with a wounded tone.
What could she do? Faced with that unreasonable bunch in Squad Eleven, they couldn't beat them and couldn't reason with them. All they could do was swallow the losses.
"This really is kind of miserable," Rosse frowned lightly, glanced at the mountain of documents, and instructed directly, "Tell the top ten seated officers to come. Pull out all the fines from Squad Eleven and sort them by squad. Then take out the part that belongs to Squad Ten. We're going to go collect the debt."
"Captain, you're amazing!"
Rangiku was so excited she almost jumped.
She flash-stepped out the door, and in just a minute, Squad Ten's top ten seats had gathered in the captain's office.
"Captain, what did you call us for?"
Hitsugaya frowned a little. He had been in his room meditating with his blade, only to be dragged here by Yukiko.
"Hurry, hurry, hurry, find all the fines from Squad Eleven. Captain is taking us to collect money."
Rangiku straightened her posture in front of Rosse's desk and urged everyone.
The others brightened up immediately and got to work.
Only Hitsugaya looked bored. He turned to Rosse and asked:
"Captain, can I go back to blade meditation? I want to master Bankai sooner."
"Bankai isn't something you just train out. You don't have enough spiritual pressure. Doing that is pointless," Rosse spoke calmly.
"I know, but increasing spiritual pressure doesn't happen instantly," Hitsugaya said with frustration.
"If you're past your rapid growth period, then try fighting more. Battle is the fastest way to grow." Rosse reminded him.
"But if I fight you, I don't stand any chance."
Hitsugaya knew it too, but he had zero interest in getting destroyed. With Rosse's strength, he'd probably be taken out in one hit.
"That's why I found you a good opponent. For now, focus on finding the files. In a couple of days when we go to Squad Eleven, you're the main fighter."
Rosse smiled slightly, and with just a few words, secured Hitsugaya's role as their heavy hitter.
Hitsugaya had a faint sense that something was off, but with Rangiku rushing everyone, he had no time to think. He soon joined the search.
Rosse and Rangiku, on the other hand, ended up idle, sitting to the side watching everyone else work.
Whenever their eyes met, they could see the amusement in each other's gaze.
Judging by their eyes, both were total slackers.
But Rangiku didn't hate Rosse's slacking at all.
A slacker who could still get squad duties handled easily wasn't something you found every day.
Their captain was seriously impressive.
