Meanwhile, on the other side of the world, the captain of the CP0 organization, having just returned by ship from the East Blue, activated a Den Den Mushi directly linked to the Five Elders. The snail's face twitched as it rang, "Blublu
~ Blublu
 Blublu
" until a click sounded, and the image of a solemn old man appeared across its face. "How did the execution of Gol D. Roger proceed?" asked the bald Elder, his long katana resting quietly across his lap as his sharp eyes glimmered with authority. "Despite some interference midway
the execution was ultimately completed without fail. Roger is dead," the CP0 captain reported, standing straight, his tone neutral but the tension in his voice betraying a faint unease. "Good," replied the Elder after a pause. "That means no last-minute chaos ruined the plan."

"But
there's one other matter I must report," the captain added quickly. "What is it?" the katana-wielding Elder asked, his tone suddenly sharper. "Just before the execution, Roger issued a challenge. His right and left hands—Silvers Rayleigh and Scopper Gaban—joined him to confront Ayr in a final clash." The Den Den Mushi buzzed faintly as the captain continued, "The result
was total defeat for the Roger trio." The Elder's eyes narrowed deeply at that. Gol D. Roger, Silvers Rayleigh, and Scopper Gaban were no ordinary men; their combined strength and coordination had once placed them among the most formidable figures in the world, even among the Yonko-class threats. Their teamwork was once considered untouchable. Even the Elder himself, one of the strongest among the Five, wouldn't have confidently claimed victory against the three of them fighting together. Yet Ayr had done just that—and astonishingly, without resorting to the same mysterious powers he had once displayed during the Battle of the Holy Land at Mariejois.

Back then, Ayr had unveiled a force that defied every known classification—a power neither Devil Fruit nor Haki, something ancient and forbidden, something lost to time. Once, he had been barely restrained by a single Elder, but during that fateful battle in Mariejois, he had awakened that unknown might and single-handedly fought all five Elders, killing three in the process. Yet this time, during his confrontation with Roger, Ayr had not relied on that hidden power at all. Through raw strength, unmatched swordsmanship, refined Haki, and uncanny abilities, he had overwhelmed Roger's entire trio. His growth had gone beyond what any of them expected—he had now reached a point where he stood even higher than the Pirate King's mightiest warriors.

"I understand," the katana Elder finally said, his voice heavy, the weight of what he'd heard hanging like a storm over the room. He slowly disconnected the Den Den Mushi and turned to the scarred Elder sitting beside him, both men enveloped in silence for a moment. "The balance of the seas is unraveling faster than we anticipated," he muttered grimly. Ayr's strength had advanced once again, while across the New World, chaos was spreading like wildfire. With Marine Headquarters relocating and reorganizing after Roger's death, their capacity to contain the spiraling disorder had sharply weakened. "The great pirates of the New World must be reduced," the scarred Elder said coldly, sipping from his ornate coffee cup before casting his gaze toward the table strewn with intelligence reports. Names like Edward Newgate, Shiki, and remnants of the Rocks Pirates—Ochoku, John, Silver Axe—appeared alongside Charlotte Linlin, Byrnndi World, the Red Earl, and Chinjao. All of them were monsters, walking disasters capable of sinking nations.

It was no longer just Ayr threatening the world's balance—the entire next generation of legendary pirates was rising all at once. If they were left unchecked, they would not merely contest control of the seas; they would rewrite the world itself. "Reducing them won't be easy," muttered the katana Elder as he crossed his legs on the ornate couch. "The Marines' core—Kong, Garp, Sengoku, Zephyr, and Tsuru—can barely keep the current chaos from spilling over. Akainu, Kizaru, and Aokiji show promise, but they've yet to mature; they're not ready." Although the Navy had executed Roger and attempted to reinforce its presence deeper within the New World, acting too soon could easily ignite a greater war. They needed a precise strategy. Yet the longer they waited, the stronger these pirates would become.

"We can't count on brute force alone," said the scarred Elder suddenly, his eyes glinting with a dangerous light. "But what if
we used them against each other?" The katana Elder raised a curious eyebrow. "What do you mean?" "Ayr isn't just our enemy," the scarred Elder explained, leaning forward with a wicked smile. "He's a threat to every other great pirate as well. Whitebeard, Linlin, Shiki, and the remnants of the Rocks crew all see him as a dangerous rival. What if we build a bridge between them? Plant fear. Make them believe that if they don't unite, Ayr will destroy them one by one." The katana Elder's lips curved slightly. "And then?" "Then we let them fight. If they kill Ayr, our most dangerous problem vanishes. If they fail, Ayr wipes them out for us," the scarred Elder said coldly. "Either way, the number of major pirates is reduced." The katana Elder nodded slowly, the pieces clicking into place. "A self-culling cycle
without us losing a single soldier," he murmured. The scarred Elder grinned. "Exactly. It's a win-win scenario."

After a long pause, the katana Elder finally spoke, "It's settled then. Initiate it." The order went out immediately. Across the seas, the CP organization began moving in silence. Agents spread into the underworld and pirate networks, armed with bribes, intelligence, and long-lost treasures once belonging to Rocks D. Xebec's crew. They whispered rumors, stoked rivalries, and fanned the flames of old grudges. The bait had been set.

The Next Day — New World, Unknown Island

Deep within the turbulent seas of the New World lay an island ruled jointly by John, Silver Axe, and Ochoku—the surviving captains who had once served Rocks D. Xebec. Along its rugged shores, dozens of massive pirate ships were docked, each flying flags reminiscent of the old Rocks era, their dark symbols fluttering in the salty wind. Every ship carried over a thousand men, and together, their amassed force easily exceeded tens of thousands. For years, they had been gathering power, constructing warships, and uniting the scattered remnants of Rocks' fallen empire. Now, after hearing about Marine Headquarters' relocation and the reemergence of Ayr, they had drawn the same conclusion: if they wanted to survive, they needed to unite to bring Ayr down before he turned his gaze upon them.

At the center of the fleet, on the grand deck of the flagship, the three captains stood overlooking their armada. Ochoku, his expression fierce, raised his hand and roared, "Set sail!!!" Immediately, the anchors were lifted, the sails unfurled, and the alliance's combined fleet began to stir the sea into thunderous waves. But before they could depart fully, a frantic pirate sprinted toward the command deck, waving a newspaper high in the air. "Captain Ochoku! Urgent news from Loguetown!!!" he shouted breathlessly. Ochoku frowned, irritated. "The execution's over. That's old news. What could possibly be so urgent?" They had known for weeks that Roger's execution was scheduled—surely that wasn't what caused such alarm. Whatever this news was, it had to be something far more shocking.
