"You're so mean, getting up so early!" Misty stabbed her fork fiercely into her food, as if she were imagining the food was Eddie, then complained to him with mock anger.

As a result, yesterday Eddie had used six Gym Leader-level Pokemon to defeat a level 60 Dragonite. Since Eddie's Pokemon were so strong, then for him, this Lapras might not seem that impressive.
Fortunately, although Eddie had many Pokemon that could fly, there didn't seem to be any Pokemon that could cross the ocean effectively. This Lapras could serve as his mount for now.

"Inside is a fossil Pokemon - a Carracosta with Gym Leader level strength. I was planning to use it to cross the sea, but now there's no need."
"Misty, you like Water-type Pokemon, right? This Carracosta is a Water and Rock-type, and its strength is quite good. Please take it."
Yes, Dragonair was indeed the most suitable Pokemon for crossing the sea, but since Eddie had assigned it to his secret third team, it meant he wouldn't release it in places where people could see.
Therefore, Eddie had planned to make do with this Gym Leader-level Carracosta, then see if he could capture a Lapras to replace it at sea.
But since Misty had already given him a Lapras, his Carracosta had become unnecessary, so it could be given to Misty as a return gift.
"It's also Gym Leader level? That's wonderful. It can fill the position left by Lapras. I'll make good use of this Pokemon you've given me," Misty said, taking the Poke Ball with a happy expression, clearly satisfied with Eddie's return gift.
