After Diana, Ron, and Shiller all left, Bruce returned to the Batcave and operated the computer to bring up a person's information. The face on the screen was exceptionally young, even younger than Superman. The young man in the photo had a smile on his lips and looked easy-going, and the name on the name column said "Barry Allen."

The screens in front of him lit up one by one, and the figure of the young man constantly threaded through them. Bruce saw that he once quietly sat alone in the corner of the school classroom, holding a pile of professional books in his hands; or went through bookshelves in the library, looking up for something he wanted; was once blocked by strong school team members in the hallway corner, he only silently bowed his head, pouted, and said nothing.

Silent, solitary, this was Bruce's first impression of him. Clearly, Barry Allen was not the kind of person who was popular, completely without friends, nor was he attracted to the opposite sex. The State Lord sighed and said, "That's also what I wanted to say. Although Amanda is dead, A.R.G.U.S. cannot be disbanded. This organization holds information on nearly all superpower users within the Federation, we can select a few from them to find a way to bring Capitol Hill back."

"Then hurry up!"

"A.R.G.U.S. needs a leader," the State Lord continued, "I have someone in mind, although he is a swindler from London, he's quite smart and very flexible at doing things. More importantly, if something goes wrong, we can blame it on the British."

The President took the file unkindly, looked at the photo first, then read the name below: "'Schiller Rodriguez'?"

"Exactly. This person made quite an effort in the previous British Royal Family scandal, we suspect he is Bruce Wayne's Black Glove. The two East Coast titans, Luther Group, are no longer in the limelight, if we can pull Wayne down, the follow-up to this incident won't be our headache."

The President took a deep breath and said calmly, "Alright, let's do it. Hope he can be smarter than Waller."

"Hello, Mr. Rodriguez. The National Security Agency of the United States' Special Information Security Department leader, A.R.G.U.S. is one of our department's long-term independent organizations. We should be equals but due to the special situation, it's me, on behalf of the director, announcing your appointment."

Schiller, sitting across from him, looked at him and asked seemingly inadvertently, "Announcing an appointment means I don't have the right to refuse?"

"Yes. Accepting this appointment is beneficial to everyone," the woman sitting across Schiller said, "This might be your only chance in your life to serve the Federation. I wonder if you already have no chance of returning to England?"

"The British intelligence agency MI6 is hunting me," Schiller smiled and said, "As you said, I probably won't be able to go back."

"Then stay. A.R.G.U.S. is a quite special organization, they are responsible for monitoring superpower users, which means your power will be substantial."

"What about my predecessor..."

"Evidently she wasn't smart enough," the woman said coldly, "She didn't maintain a good distance from superpower users, and this is our only request for you: be in control of them, but don't get too close. They are not your Savior, nor are you theirs."

Shiller took the driver's license registration form and wrote "Naog Sokhup" in the name field.

Central City is located in Missouri, in the Midwest region of the United States. It is a typical middle-American city with a mild climate, a developed agricultural industry, and vast lands with a sparse population. Although its economic development does not compare to the big cities on the East and West Coasts, its public safety and average living standards are among the best in the entire Federation. It's a very warm and inclusive city.

The most famous large corporation in this city is the Monsanto Company, the agricultural technology company renowned worldwide for its genetically modified seeds. Central City University ranks around 120th in America, with its agriculture and chemistry programs being the top specialties.

Surrounding the university are rows of old buildings forming the college town. Although these structures are quite old, they have a strong Mississippi River valley vibe, and you can often see tourists wandering around taking photos on the streets.

At the end of the street, there is a row of townhouses on the corner. The door at the very end opens to a small and somewhat cluttered room. A young man with black hair wearing a hoodie and jacket pushed open the door, tossed his book aside, and collapsed onto a plaid blanket.

After a while, he got up, tidied his hair with his hand, and stood by the bed. He moved the bed aside, revealing a cellar door underneath. He jumped down through the door into a basement filled with screens and wires, with a red Battle Armor set on the right. The basement was even more spacious than the small room above.

Sitting down on the swivel chair, the young man let out a sigh of relief. He immediately operated the computer to turn on the screen, and the moment the image appeared on the computer screen, he gasped.

An icy blue electric flash flickered by, and the young man started running. Whenever he moved, everything seemed to come to a halt. As he rushed out the door of the small room onto the street, everyone looked like figures frozen in a photograph, while only he could move at super speed.

He ran all the way to the street corner and, as expected, saw a hooded robber tugging on a tourist's bag while the people around scattered in all directions. He ran over and saw the small knife in the robber's hand.

The young man kicked the robber's wrist, and time rapidly sped up. The robber inexplicably raised his hand, and the knife fell to the ground. Immediately, the electric light flashed again, and the strap of the bag the robber held in his hand disappeared, and the tourist with the bag appeared five meters away from the robber.

The robber and the tourist looked at each other, but the young man just smiled, ran again, and at the other end of the street, he grabbed a bagged donut from the café entrance, delivered it to the nearby police car, and then transported the cop at the door into the car, ignition started, stepped on the gas pedal, and the car instantly arrived at the scene of the robbery.

The young man stood outside the door, checking the police officer's handcuffs, pistol, and police badge. After confirming that there were no issues, he stopped running. The officer turned his head and saw a donut on the front seat, turned back, and saw the robber trying to steal again.

"Stop! Put your hands up and get down on your knees, or I'll shoot!"

The robber desperately turned around to flee, took two steps, and was tripped by a roadblock. The officer rushed over, pinned him to the ground, and cuffed him. The tourists were still shaken, while the young man stood on the street corner, a donut in his mouth, shrugging his shoulders.

"Hey, Barry, what are you doing here?!" A voice came from behind the young man. He turned around and saw a girl.

"I... I..."

"You came out to buy donuts, didn't you?" The girl smiled at him and said, "I didn't expect you to love sweets so much."

The young man called Barry blushed but nodded and said, "Yeah, that donut shop is pretty good..."

"Oh, really? I also love donuts. Can you take me there?"

"No... no, I have other things to do. I need to go."

Barry hurriedly ran away. It wasn't until he reached the next street that he leaned against the wall, panting heavily. Then he heard the passing tourists whisper.

"The clerk told us that's The Flash, the Superhero of Central City."

"So Central City also has a Superhero. You don't know, but a few days ago, Superman from Metropolis made big news by moving Capitol Hill over to their city. It scared those Congress members to death..."

"Yeah, yeah, I heard it too..."

"This Flash must be pretty incredible as well. From start to finish, I didn't see him, he must be as fast as lightning."

"Of course. I bet he's really handsome, maybe even as much as Superman."

After the tourists walked past the alley, Barry dared to come out. He had just passed a store when he saw the television in the window displaying a speech by Superman. He gazed at the handsome face on the screen with an admiring look in his eyes.
