In order to achieve the goal, it doesn't matter how many people die. As long as the goal can be achieved, people can be sent to their deaths without hesitation.

However, killing people is not the goal. If someone can still be saved, letting them die and wasting a tool that has been painstakingly cultivated and is highly effective would seem unreasonable.

Applying the above sentiment to this joint conference: even if no outcome is reached and it ends in failure, it doesn't matter, as another joint conference will be held before long anyway. But this approach contains risks—it may harm the Empire's authority. Most importantly, the joint conference is not in an irrecoverable state. Through technical measures, some sort of compromise can be achieved, one that, though unsatisfactory, is broadly acceptable and avoids a total breakdown.

That is Roland's final trump card—reaching a compromise with the Empire.
