It is precisely because of relative boundaries that people understand what can be done and what will result in punishment, enabling the existence of order. How to consolidate and maintain it later is another matter; first, there must be clear demarcations.
That said, in practice, good and evil are mere abstract and relative concepts, whose boundaries are not always clear.
