CHAPTER START---
In the privacy of Master Makarov's office, Gildarts, Macao, Wakaba, and Laxus are sitting on the couches while Makarov is sitting at his desk. All carefully observe as Oberon floats in the air, legs crossed, and sips his orange juice.
"Feeling better?" Gildarts asks.
"Much better," Oberon says. "Is that really what a hangover feels like?"
Macao shrugs. "Pretty much, according to what you described. Except you didn't have the fun beforehand."
Gildarts chuckles. "Now that really is a damned shame. But maybe you just shouldn't drink. You control of Magic Energy is already very important to, well, uh—"
"The life and safety of everything and everyone around you," Master Makarov inserts. "But either way we'd have years before that become a option. Now, is everyone ready for the big news?"
"Are we sure this is everyone we need?" Macao asks.
"This is everyone. The strongest Wizards in Fairy Tail," Master Makarov says, seeing Macao, Wakaba, and Laxus beaming with pride at being included. All while Oberon and Gildarts appear much more serious.
Makarov falls silent for a moment, considering his words very carefully, and none present dare speak while awaiting the world-shaping news.
"The Magic Council is changing the laws, in a big way. Until now the Magic Council has operated separately depending on what continent you're on. It's a global organization to regulate Magic, but our Ishgar branch, along with The Southern Isles, Alvares, and Guiltina, have mostly operated independently.
However, the law has always remained the same, so that people who would rather ignore the laws don't swarm to any one continent. In this case, the laws are officially changing, but not in any way that will affect our business.
Fairy Tail has already forbidden Charm Magic and other Magics that take away a person's freedom or agency in nefarious ways. We also don't partake in assassination Jobs. The Magic Council has now decided to outlaw both of those, along with a few dozen other things.
Those two are chief among them, along with certain dark artifacts. Anything connected to Zeref or other Mages from the past, along with weapons and items above a certain amount of power. They intend to put a tight collar on much of the Magic world.
None of this affects us, but the problem is that even the people at the top aren't united in this. Some of the Wizard Saints didn't even agree to these changes, but were outvoted by the other Wizard Saints and the council.
There are already rumors of guilds planning to keep operating with these things and lashing out at those who change the laws. These so-called 'Dark Guilds' are whispering to each other, and may take real action when the official announcement happens in a few weeks."
An impregnable silence envelops the room as everyone processes this change.
"I already have a pretty good idea about how messy things will get," Macao says. "Fairy Tail is going to be on the front lines, for lack of a better term. We've got a Wizard Saint who definitely voted in favor of this change. Plus everyone knows how strong Gildarts is, and now Oberon is super famous too. These newly formed Dark Guilds may come after us, right?"
Master Makarov nods. "Which is why I'll be requiring all non S-Class members to operate in teams. Oberon and Gildarts won't be leaving Fiore unless the Magic Council dispatches them somewhere."
Oberon frowns, not appreciating how this destroyed his plans for more S-Class Jobs, but he doesn't argue, understanding that he must protect Fairy Tail.
"If all the continents are implementing this change, then they won't have anywhere to run to," Gildarts says. "We'll have a lot of pissed off Wizards looking to vent on someone. Which will be the Magic Council and Wizard Saints."
"Which trickles down to us," Wakaba says. "Maybe we keep everyone in Magnolia for a while?"
Macao sighs. "Won't work. This won't blow over until the first wave of Dark Guilds are destroyed. We'll have to take down the strongest leaders among them. And the only Guilds with Wizard Saints are Fairy Tail and Phantom Lord."
"Master Jose voted against this change," Makarov says.
"Of course he did," Gildarts says. "Phantom Lord has about thirty branches all over the continent, most of which are in Fiore. No way they can sustain that without taking on Assassination Jobs and other shady business."
"We've never been able to prove that," Makarov says. "But the Four Gods of Ishgar are independent, impossible to attack since they're always moving. And even if you could attack them, Warrod would be impossible to hold down. Draculous and Wolfheim are strong, but even if you could kill them, they aren't connected enough.
They prefer to live and journey alone. They're recluses. All you'd prove is your power, which is fine. But not as great as destroying an entire Guild and a Wizard Saint as they can by destroying Fairy Tail."
Gildarts nods. "And you'd have to be crazy to fight God Serena, nobody would do that, they'd rather come here than challenge that thing."
"Alright, so people will be looking at to be an example. People on both sides that is," Macao says. "So where does that leave us. We've got two weeks to prepare, right?"
"We have to use these two weeks wisely," Master Makarov says. "I want everyone here on the day of the official announcement. Get whatever you have to accomplish done. In the meantime Macao and I will be organizing anyone who doesn't already belong to a team into a temporary team. With the exception of the S-Class people."
"We should take some decisive action in the meantime," Gildarts says. "I say we crush some of the big name criminals in Fiore before the announcement hits and they get a sudden following."
"You can handle that alone, but don't leave Fiore, and be back within two weeks. Our first priority is to secure Fairy Tail, then Fiore. After Fiore is stable we can deal with problems on the rest of the continent. After all, the only reason we haven't already lost our Guild Charter for all the noise we cause is because the king favors us."
"I can go with Gildarts," Oberon says. "I can fly faster than the trains anyway so it'll be way easier."
"No," Makarov says. "As much as I hate to admit it, and as much as some of you hate to hear it, we'll need you on the frontline. You're stronger than everyone here, short of Gildarts and myself."
Macao and Wakaba nod regretfully.
"Which means we need you to get as strong as possible. You have a lot of room to grow since you're barely older than 10 years old. I've already arranged with Master Bob of Plue Pegasus like you requested. He'll teach you Archive Magic which will allow you to learn faster and more efficiently. After that, I want you training, preparing for whatever storm comes our way."
"What about me?" Wakaba asks.
"You'll be doubling our supply of Magic Items. Guns, Lacrima Bombs, everything. As of this day, Fairy Tail is preparing for war. But we must prepare quietly as not to set off any alarms."
After a few more minutes of planning, they part ways, leaving Oberon and Master Makarov alone in the office. The man walks out from behind his desk with a sealed letter and hands it to Oberon.
"Give this to Master Bob. It contains information about this whole shift in the laws. As leader of the East Fiore Guildmasters Association, he will know what to do with it."
"Do you need me to do anything else?"
"Only focus on becoming stronger. I fear you will be targeting by our enemy. As of right now, you are a shining light in not only Fiore, but for the entire Magical World. Your accolades are more far fetched than you realize, especially considering your age. People have taken notice, and our enemies will be no exception. Fairy Tail will need you, but I also feel that you will need us."
Oberon smiles at the man. "Well, like you said, guilds exist because humans are weak and need each other. So I figured I'd eventually need help, and who better to have my back than Fairy Tail?"
"Well said, my boy. Now, head off the Blue Pegasus. Archive Magic should help you overcome this hurdle in your power, and we'll need all the power we can get…"
