Gao Yang couldn't care less how Kanchelskis handles the follow-up; as long as he knows Kanchelskis wouldn't dare betray him even if it means death, that's enough.

Gao Yang certainly didn't have the time, nor could he personally deal with a petty arms dealer. As for the Black Demon, he obviously wouldn't send them to deal with a bunch of arms dealers. But Jefferson, who dared to steal in a dangerous zone, had to be eliminated, and it needed to be done quickly.
Taking out Jefferson doesn't need to be too secretive; just gather some of Grand Ivan's people to handle it. Of course, this requires money because the ones Andre once gathered, who then followed Gao Yang to fight two battles and were dispersed, weren't maintained by Grand Ivan all along; they were mercenaries.
