The title goes to the most capable person. It is the highest level for any trainer.

Ludicolo's Fake Out hit Suicune in the face. Suicune's cold, noble expression changed. It looked angry as it stared at the fat Pokémon.

Suicune stared coldly at Ludicolo. However, Suicune could not move because of the flinch effect from Fake Out.
Once it could move again, it would punish the green Pokémon!
On the other side, Milotic's Hydro Pump flew toward Pheromosa. It was a strong attack.
"Focus Blast," Damian said with a small smile.
The Shiny Pheromosa moved its long legs. A blue ball of energy formed and flew toward the Hydro Pump.
It was the Fighting-type move, Focus Blast!
Focus Blast and Hydro Pump hit each other in the air. Then, something Wallace did not expect happened. The Focus Blast was stronger than the Hydro Pump. It continued to move forward toward Milotic!
"Milotic!"
Wallace's handsome face changed.
He wondered how the attack could be so powerful. Wallace looked at the black Pokémon with suspicion.
This was a Pheromosa, an Ultra Beast from the Alola Pokédex. It was a Shiny version.
He heard that Ultra Beasts were strong, but a Pokémon's natural power is not always the same as its level!
Milotic was Wallace's best Pokémon. It was very strong. Yet, it lost to Pheromosa in a direct fight of moves.
Something was very wrong.
Wallace became more careful. Damian's strength was not normal.
Milotic heard Wallace's voice. It stopped using Hydro Pump to move away. It barely dodged the Focus Blast. The energy ball missed.
Damian looked at the battle.
"Lunge."
The Shiny Pheromosa moved its long hair elegantly. Then, it suddenly ran at Milotic.
It was so fast that it looked like a black shadow.
"Milotic!" Wallace acted like he was fighting a very dangerous enemy. "Surf!"
Milotic raised its head and cried out. A blue light appeared on its body. The sound of waves echoed.
However, before the wave could lift Milotic, the Shiny Pheromosa reached it. It hit Milotic's body hard.
It was the Bug-type move, Lunge!
Milotic cried in pain. Its body was pushed back by the hit. It fell heavily onto the ground.
Lunge was not super effective against Milotic. However, Pheromosa's physical power was very high. This one hit caused a lot of damage.
Because Milotic fell, the Surf attack stopped.
"So fast!" Wallace looked serious.
"Triple Kick."
Damian attacked again.
As soon as Pheromosa landed, it ran at Milotic again.
"Stop it with Water Pulse!"
Wallace knew he had to control the battle. If he did not, he would lose.
Milotic ignored the pain and raised its head. A ball of water formed. It used the Water-type move, Water Pulse.
The Water Pulse turned into a small wave and went toward Pheromosa.
However, Pheromosa's body moved quickly. It disappeared.
When it appeared again, it was next to Milotic.
"How can it be that fast?!" Wallace's eyes widened.
"Me-lo~!"
Pheromosa made a low sound near Milotic's ear. Then, Milotic felt a sharp pain in its side.
It was the Fighting-type move, Triple Kick!
The strong kick pushed Milotic into the air. Pheromosa jumped up after it.
"Milotic! Protect!" Wallace's expression changed.
Milotic tried to open its eyes. It wanted to use Protect.
But then, Pheromosa appeared next to it again.
The second hit of Triple Kick!
Bang!
Pheromosa's kick hit Milotic's head. Milotic made a sound of pain.
But the attack was not over. Pheromosa spun its body in the air. It used another kick with a lot of force. It kicked Milotic hard in the stomach.
The third hit of Triple Kick!
Bang!
Because of the Triple Kick, Milotic's body fell fast like a cannonball. It hit the ground hard.
"High Jump Kick!"
Pheromosa raised its knee. It dropped from the sky. It landed exactly where Milotic had fallen.
It was the Fighting-type move, High Jump Kick!
Boom!
The ground shook. High Jump Kick is a very strong move. However, if the move misses, the user gets hurt.
As the dust moved, Pheromosa jumped out. It landed elegantly and put one hand on its hip. It moved its long hair. It looked like a proud queen.
The whole area became silent!
Suicune also stopped moving. It had been using Extreme Speed to bother Ludicolo.
The dust cleared. Milotic was in a hole in the ground. It was covered in marks and could not move. It had spirals in its eyes.
Milotic could not battle.
"This..."
Wallace looked serious and upset. The Officer Jennys were shocked.
Milotic was Wallace's best Pokémon. But in a short time, it was defeated!
Also, Milotic did not hit the opponent even once during the fight.
It was a complete defeat!
Courtney's face was red. She was excited as she looked at Damian.
She thought Damian was too strong!
He beat Champion Wallace's Milotic so easily!

Damian looked at Wallace. He spoke in a slow, teasing way.
Wallace started to sweat a lot.
He was shocked. Even Steven Stone's Metagross could not beat his Milotic like this.
Pheromosa was very fast and strong. This was different from Metagross.

Wallace wondered why someone so strong would join Team Rocket instead of the Kanto League.

Damian asked again with a smile.

Damian nodded. He had a mean smile on his face.
"Champion Wallace, you wouldn't want the Officer Jennys to have an accident, would you?"
