Chapter 18 - 18. Level Setting

Here's a comprehensive introduction to the level divisions in this world.

Pokemon Strength Levels:

Novice (Lv.1 - Lv.9, with Lv.1-5 representing a rapid transitional developmental stage)

Ordinary (Lv.10 - Lv.19)

Veteran (Lv.20 - Lv.29)

Superior (Lv.30 - Lv.39)

First Major Threshold... Professional Tier One (Lv.40 - Lv.49)

Professional Tier Two (Lv.50 - Lv.59) - The minimum standard required for a Gym Leader.

Second Major Threshold... Elite (Lv.60 - Lv.69)

Champion (Lv.70 - Lv.79)

Legendary (Lv.80+)

Most non-Professional Trainers in society, including ordinary students in their first year at Pokemon Universities, fall within the first tier. This includes basic law enforcement officers, firefighters, security personnel, forest rangers, and similar occupations.

The second tier belongs to Professional Trainers. Trainers who reach this stage can achieve significant social advancement solely through their Pokemon's capabilities. Through Pokemon battles in arenas, wilderness exploration, delving into Secret Realms, and other activities, they can maintain a considerably comfortable lifestyle.

Professional Trainers in the second tier are qualified to serve as officials in the Trainer Association branches of general cities, work as professors in Pokemon-related departments at universities, or hold positions within public security bureaus and similar organizations.

Trainers at Professional Tier Two have already met the minimum requirements to establish an official Gym and serve as a Gym Leader. They can apply to the League to open an official Gym based on their qualifications and circumstances.

Third Major Threshold: Elite and above—the true high-ranking executives of the League.

The requirement for a Gym Leader position is meeting the minimum strength standard for establishing an official Gym (the minimum requirement is Professional Tier Two, also known as Gym Level). However, this doesn't mean all Gym Leaders are exactly at Gym Level. Trainers over 30 years old don't participate in the competition for the League's Elite Four and Champion positions, so most Gym Leaders in economically developed cities and strategically important border regions possess at least Elite-level strength.

The Elite Four and Champion are high-ranking League executives, generally held by new-generation Trainers from their respective regions who are under 30 years old. If they exceed 30 years of age or are defeated in an Elite Challenge, they automatically step down from their positions.

Legendary Trainers serve as the foundation of each region. When deploying their full team of main Pokemon, they can barely contend for a period against Mythical Pokemon, Legendary Pokemon, and other species that possess divine authority. 

Most adult, fully-evolved Lesser Legendary Pokemon and ordinary Mythical Pokemon range between Lv.60 and Lv.70. Those possessing divine authority are at least Lv.80 or higher.

The lower limit for adult, fully-evolved Greater Legendary Pokemon is Lv.80 or above. Those possessing divine authority are at least Lv.90 or higher.

(At equivalent levels, the combat capabilities of Mythical Pokemon and Legendary Pokemon generally far surpass those of ordinary Pokemon.)

(Special exceptions: Ultra Necrozma and Arceus—his parallel world avatars—clearly transcend the power level of normal Legendary Pokemon.)

System Lottery Mechanics:

1,000 points for one Standard Draw; 10,000 points for one Premium Draw. A ten-draw also grants one additional bonus draw.

Prize Tiers: White (Standard - Common), Green (Fine), Blue (Rare), Purple (Precious), Gold (Legendary).

Pokemon Potential Ranks: White, Green, Blue, Purple, Red... (Note: This covers the current system. Additional tiers may be introduced as needed.)
