How is tailed-beast chakra formed?
It comes from the God Tree, which absorbs the natural energy of the land and transforms it internally.
If a single root could perfectly convert chakra, the Ōtsutsuki wouldn't have bothered carrying the Ten-Tails around, they could just each bring a few roots and call it done.
Clearly, the chakra in the dragon veins is more like the chakra of the ninja world.

Once there, the two stood high above Konoha, observing, then immediately headed for Tsunade, the current Hokage.
