It was filled with his recent compilation of opinions regarding Fontaine's administrative system. The handwriting was neat, the content extensive, and many sections had been repeatedly revised, demonstrating the meticulous care of the person who worked on it.

Hydro Archon: Focalors - Furina
Chief Justice: Neuvillette
Council established below
Core Council Members: Directors of the Edictal Court, the Judgement Court, the Revision Court, the Central Court, the Marechaussee Phantom, the Oversight Court, and the Captain of the Fontaine Special Task Force.
Rotating Council Members: One Deputy Director from each Court and one Deputy Captain from the Fontaine Special Task Force, rotating on a quarterly basis.
Council President: Rotated monthly among the Core Council Members, responsible for presiding over meetings.
Secretary-General: Appointed by Chief Justice Neuvillette, responsible for recording minutes and transmitting messages.
Council Functions: Responsible for receiving and classifying all matters, large and small, across Fontaine. Major issues are reported to Chief Justice Neuvillette and the Hydro Archon Furina; minor issues are resolved by internal vote.
Each Court (including the Fontaine Special Task Force) must have at least one representative attend the Council's daily working meetings, spending the rest of their time working in their original posts.

The Security Patrol has 1 General Captain, 3 Deputy General Captains, and several detachments. Each detachment has 1 Detachment Captain and 2 Deputy Captains.
The Security Patrol and the Security Authority are responsible for daily safety patrols, arrests in ordinary cases, and assistance in major incidents.
The Special Investigation Unit has 1 Captain, 3 Deputy Captains, and several squads. Each squad has 1 Squad Leader and 2 Deputy Leaders, responsible for direct engagement in major incidents and secret operations.
The Judgement Court

Subdivisions include:
The Prosecution Court and the Supervision Court, each with 1 Director and 3 Deputy Directors.
The Prosecution Court is responsible for some judicial proceedings.
The Supervision Court is responsible for overseeing the legality of the Prosecution Court's judgments and initiating prosecutions against crimes committed by public officials and in major criminal cases (similar to a real-world public prosecutor's office).
The Revision Court
1 Director, 4 Deputy Directors
Responsible for all matters concerning public welfare, comprehensive affairs, etc.
The Central Court

Responsible for financial approvals, external announcements, and other related tasks.
The Marechaussee Phantom
1 Director, 4 Deputy Directors, directly subordinate to the Chief Justice.
Responsible for investigating major cases.
Fontaine Special Task Force
1 Captain, 4 Deputy Captains, directly subordinate to the Hydro Archon.
Responsible for work related to the prophecy crisis, intelligence gathering, etc.
The Oversight Court
1 Director, 4 Deputy Directors, operating parallel to all other institutions.
Responsible for supervising Fontaine's public officials to ensure compliance with laws and discipline, and possesses certain powers of investigation and arrest.
