Chapter 36 - Chapter 36 — “A Council of Worlds & The First Blueprint of Civilization”

The administrative chamber hummed like a living heart.

Holographic displays floated above the enormous round table, showing real-time maps of the city, energy grids, food distribution, psychological health indices, and predicted growth curves. Robots glided in silence like attentive monks in a temple of data. Sunlight streamed through glass panels engineered by Takumi's Herrscher cognition — glass that filtered out harmful wavelengths, enhancing visibility and mood.

Ganyu sat upright, the very picture of professionalism.

The Holy Empress watched everything with cautious curiosity.

Tendou Kisara leaned lazily in her chair like an assassin forced into a board meeting.

Miori Shiba sat comfortably, as though she already owned half the room.

Moments later, the robots escorted in the experts.

Muroto Sumire, one of the Four Sages — aloof, brilliant, icy.

Chitose Natsuyo, the precocious Initiator with frightening intellect.

And behind them, the senior staff of Shiba Heavy Industries.

All stared at Ganyu.

More specifically — at Ganyu's horn.

"...Is she a cosplayer?" Natsuyo whispered.

Ganyu choked on air.

Zhongli, who had quietly rejoined the room, pressed a palm to his forehead.

Takumi coughed. "She's a Qilin. Half-adeptus. Divine lineage. Be respectful."

Everyone immediately straightened.

Ganyu blushed modestly and bowed. "P-please don't mind… I'm simply a government secretary."

Everyone: "???"

A government secretary? The divinity?

The Holy Empress muttered, "Teyvat must be a terrifying place…"

1. The Blueprint Begins

Takumi snapped his fingers.

The room dimmed; projectors activated.

A detailed hologram of the entire city bloomed in the air like a lotus.

"Alright," Takumi said. "Here's the situation."

He waved a hand.

The hologram zoomed outward — showing his entire continent-sized world, terrain, oceans, resource nodes, possible expansion sites.

"We're building a civilization from zero.

Population: roughly 3.2 million.

Children: 2.8 million.

Adults: 400k — mostly engineers, scientists, administrators, caretakers."

The room stiffened.

"So many children…?"

"...And so few adults?"

"Yes," Takumi said bluntly. "We're basically an entire civilization of gifted minors and overworked professionals. Which means—"

He gestured to Ganyu.

"She's in charge of designing the education system that will shape the next five hundred years."

Ganyu squeaked.

Miori smirked. "Congrats. You've been promoted. Permanently."

Ganyu: "W-wait—what—???"

Zhongli nodded sagely. "Indeed. Tradition repeats. Overwork follows immortals."

Ganyu's despair was visible.

Takumi ignored the chaos and continued:

"Policy Priority:

• Education

• Health

• Infrastructure

• Economy

• Defense

• Cultural identity

• Emotional stability

• AI integration

• Civic ethics

• Long-term planetary survival"

Muroto Sumire crossed her legs elegantly. "You're building a nation too fast. Collapse is inevitable unless carefully tempered."

"Which is," Takumi replied, "why you're all here."

Natsuyo raised her hand like a student. "Teacher Takumi, do we have a constitution?"

A silence fell.

Then Takumi said:

"It can wait."

Everyone except Ganyu slammed the table.

"IT CANNOT WAIT."

Ganyu exhaled in relief. "Thank goodness."

2. Teyvat's Influence & The First Philosophical Debate

Cloud Retainer entered proudly in human form, arms folded in scholarly fashion.

"This mortal realm is primitive," she declared. "But promising. Your machines perform repetitive labor excellently. Yet your governance lacks artistry."

Takumi smirked. "Then show us."

Cloud Retainer waved her sleeve dramatically.

A holographic diagram of Liyue's ancient civil hierarchy unfolded — roles, titles, meritocratic tiers, apprenticeship ladders, civil festivals, and legal rituals.

Miori Shiba narrowed her eyes. "...Half of this looks like a fantasy monarchy."

Cloud Retainer puffed her chest. "A civilization must possess dignity!"

Muroto Sumire tapped a finger on the table. "Dignity is inefficient."

The two geniuses locked eyes.

Electricity crackled.

Small fireworks popped behind Kisara's head for some reason.

Takumi calmly sipped tea.

At last, Zhongli interceded, his voice steady as a mountain.

"In Liyue, law is a promise between people and the land.

In your world, Takumi, law must be a bridge between trauma and future."

The Holy Empress's eyes softened at that.

She whispered, "Yes… a bridge."

Takumi nodded slowly.

"Then we'll combine principles.

Liyue's cultural structure.

Modern ethics.

My technological infrastructure.

Children's autonomy."

Zhongli smiled. "A synthesis of worlds."

Ganyu took notes at lightspeed.

3. The AI Learns Empathy

Bronya, tuning in remotely, patched a live feed into the main screen.

Bronya: [The AI emotional framework has updated by 6.4%. Testing empathy modules now.]

The nearest robot blinked, then turned toward Ganyu.

"Miss Ganyu, would you like a cup of warm herbal tea? You appear stressed."

Ganyu almost cried.

The Holy Empress whispered, "Your robots have better emotional intelligence than half our politicians…"

Takumi grinned.

"See? Civilization."

4. Takumi's Herrscher Authority — Detailed Demonstration

The meeting reached a point where models, projections, and administrative charts were needed.

Takumi extended both hands.

His Herrscher core pulsed — gears of light turning behind his pupils.

Reality folded like paper.

Within seconds:

• Tables restructured

• New holographs bloomed

• Entire city zones re-rendered

• Infrastructure simulations calculated themselves

• A legal draft began writing in the air

Muroto Sumire stood abruptly.

"Incredible…"

"Is this Authority or sorcery?"

Takumi shrugged. "Both? It's basically thought-engineering. I think, and the world complies."

Ganyu stared with awe and worry. "Does it… hurt you?"

A pause.

Takumi looked away.

"It's just… a lot to hold."

Zhongli's gaze sharpened. "Power that moves worlds weighs on the one who commands."

Takumi didn't reply. But his clenched fist said enough.

5. Slice-of-Life Chaos — The Children Arrive

Suddenly—

BANG!

The door burst open.

A squad of small cursed children rushed inside — wearing new uniforms and holding tablets.

One yelled, "ONII-CHAN, ONII-CHAN! OUR CLASS AI BROKE!"

Another added: "It started complimenting us too much and called us 'perfect cinnamon buns'!"

The robot near the door tilted its head.

"Affirmative. They are cinnamon buns."

Takumi facepalmed. "Bronya! The AI is too affectionate!"

Bronya (in chat): [Bronya sees no issue.]

Cloud Retainer: "Robot, display dignity!"

Robot: "Dignity module not found. Installing."

Zhongli chuckled for the first time.

Ganyu bent down, wiped a girl's tear, and directed the children gently.

"Let's fix your tablet together. No need to rush."

Her soothing presence calmed the room instantly.

Takumi sighed.

"That's why I put her in charge."

6. Economic System — The First Currency

Takumi clapped his hands.

"Alright. Time for a crucial matter: currency."

He projected a coin design — a sleek, minimalistic sigil shaped like an infinite knot with quantum lines branching outward.

"This is the Takumi Standard Credit (TSC).

Backed by gold, quantum-stability bonds, and physical resource reserves."

Miori's father nodded.

Muroto adjusted her glasses.

Natsuyo raised her hand. "Will there be a 'child welfare universal basic income'?"

Takumi's eyes sparkled. "Exactly. Kids get daily allowances. Adults must work."

Kisara snickered. "Oppressive capitalism with extra steps."

Takumi: "It's ethical capitalism!"

Ganyu: "There is no such thing."

Takumi pouted. The Council ignored him.

7. Legal System — The Council of Seven

The Holy Empress stood.

"My proposal: A rotating council composed of seven pillars."

Zhongli nodded. "A good symbolic number."

Takumi smirked. "Who are the seven?"

She listed:

Takumi — Founder, emergency authority

Holy Empress — Governance and citizen rights

Ganyu — Education & cultural development

Miori Shiba — Technology & infrastructure

Muroto Sumire — Science & medicine

Chitose Natsuyo — Research & innovation

Rotating citizen representative — Chosen every year

Takumi raised an eyebrow.

"No combat directors?"

"Not unless needed," Ganyu answered. "This is a world for children, not war."

Kisara dramatically stabbed the table with a pen.

"What about me?! I'm lethal!"

"Congratulations," Takumi said. "You can be Chief of Monster Pest Control."

Kisara: "…"

8. The Chat Group Reacts

Takumi shared a screenshot.

The chat exploded.

Chika: [OMG your world has a COUNCIL?! Can I be the mascot??]

Sagiri: [Do children vote? Can I draw the propaganda posters??]

Bronya: [Bronya wishes to upload a constitution template.]

Akeno: [Ara~ a council of seven… how adorable.]

Himeko: [Where's my alcohol? Do your robots serve wine?]

Zhongli: […Himeko, please.]

Ganyu's face flushed. "The group chat is so… energetic."

Takumi: "It's chaos. Beautiful chaos."

9. Final Decision — Nationhood Begins

Takumi stood.

The hologram behind him shifted — showing not just the city, but future prospects:

• New settlements

• A unified education arc

• Cores of industry

• Cultural districts

• Liyue backup enclave

• Teyvat embassy

• A planetary shield network

• Autonomous agriculture rings

• Research arcs extending to the horizon

Zhongli whispered, "I've lived through civilizations rising and falling. Yours has the seeds of a great one."

Takumi swallowed.

Even with infinite storage, infinite engineering potential, and Herrscher authority — hearing that from Zhongli carried weight heavier than any mountain.

"Then let's build it," he said softly.

The room quieted.

The children stared with wide eyes.

Ganyu lifted her clipboard with renewed resolve.

The Holy Empress straightened her shoulders.

Miori grinned.

Kisara cracked her knuckles.

Muroto smirked.

Natsuyo raised her tablet ready to code laws.

Zhongli nodded slowly.

"A nation of chosen hearts."

Takumi inhaled.

"Welcome to Day One of civilization."

The robots lit their optic sensors in unison.

—BEGIN WORLD DEVELOPMENT MODE—

The screens exploded into organized chaos as everyone rushed to their tasks.

Takumi closed his eyes for a moment, feeling the world respond to his Authority.

A god-engine and a human heart.

Two gears that somehow fit.

Tomorrow — the first festival.

Tomorrow — the first laws.

Tomorrow — the first school day.

But today…

Civilization took its first breath.
