But that's exactly why we need to act now. Lay the groundwork. If we want to ensure control in the shadows during the coming conflict, the infrastructure has to be flawless."
Darius, ever the visionary, tapped his fingers against the polished table. "I've been thinking. We don't just want influence. We need a group capable of acting entirely off the books—chaos that can't be traced back to us. A proxy organization. If we can establish them now, they'll be ready to operate during the war, and more importantly, they can act as a sub-branch for Hydra in the future. They could be our hands, cleaning up situations we don't want to touch publicly."
I nodded slowly, letting the idea settle in my mind. The potential was staggering. By creating a proxy organization decades before the war, we could shape global events subtly, manipulate political factions, and even have access to D-class personnel on a scale impossible through normal channels. His deductive reasoning rivals anything we've seen in history. He's a master tactician, a skilled chess player, and a master pilot. More importantly, he has the supernatural ability known as Geass—a power that allows him to issue one-time, unquestionable commands to anyone through direct eye contact."
Julius leaned forward, intrigued. "Geass? That could be… extremely useful. What limitations?"
"One-time use per person, must be direct eye contact, and cannot be reused on the same individual," Darius explained. "But even with those limits, his charisma, persuasion skills, and ability to psychologically manipulate people make him a force multiplier for any organization. He can inspire loyalty, bend people to his will, and plan operations with precision that few could counter."
I nodded slowly, visualizing the structure. "Perfect. If he leads the Chaos Insurgency, he'll be able to handle operational and strategic decisions while we remain behind the curtain. He'll need resources, of course."
Darius smiled faintly. "Already considered. We can supply him with SCP-006. Enough regenerative potential to keep him healthy for centuries, giving him a lifespan long enough to execute our plans without interruption. We have plenty left over, considering our own council of ten and subordinates."
Julius tapped the table with his fingers, thinking aloud. "We also need to decide what access we'll allow him. Technology, anomalous artifacts, weapons… we can't have him operating blind. He'll need enough to be effective, but not so much that he could turn against us if… hypothetically, he did."
I interjected, calmly assessing the risk. "We'll implement fail-safes. Our surveillance, both magical and technological, will allow us to monitor him without interference. He won't even know the full extent of our oversight. And SCP-006 ensures longevity, but also a tether to us. If things deviate, we can intervene."
Darius leaned back, crossing his arms. "Recruitment strategy will be key. We need individuals who are loyal, ruthless if necessary, and capable of handling anomalous technology. This will be a network that not only supports global operations but also can interact with other anomalous organizations like Hydra in the future."

I picked up a small crystal vial of SCP-006, rolling it between my fingers. "We give Lelouch the vial, a modest number of subordinates, and precise objectives. Darius smirked. "And Hydra?"
"That comes later," I said. "The Chaos Insurgency serves as a pilot program. When Hydra emerges in the future, they can be absorbed as a sub-branch. We'll have an organization skilled in espionage, sabotage, and field operations already functioning. They'll be loyal because of Lelouch's influence, and because they owe their existence to us. Any rebellion can be traced and neutralized quickly."
Julius leaned back, eyes glinting. "It's ambitious, even for us. But… considering the potential outcomes, the benefits outweigh the risks. I trust Darius' judgment in selecting Lelouch, and the fail-safes you've described should be sufficient. What about recruitment? You'll need an initial cadre—experienced operatives who can train others."

We have plenty to spare, and the system allows us to pull more from other timelines if needed. We'll select those loyal to the Foundation—or at least loyal to the concept of order under our control."

I suggest an isolated location for the start—a safe zone where he can experiment without immediate interference from authorities or anomalous threats."
Julius added, "And we'll ensure that any interactions with historical events, especially prior to the war, are subtle. Minimal disruption. We need this organization strong but unseen."
I leaned back, letting the plan crystallize in my mind. "Then it is settled. Lelouch Lamperouge becomes the founding leader of the Chaos Insurgency. SCP-006 grants him longevity and resilience, our operatives seed the initial cadre, and within decades, he will have created a fully operational network. Our interests, executed entirely off the books. We watch, guide, and intervene if necessary, but we do not need to touch it directly. It's elegant, precise, and effective."
