And the military experimental subject that showed up on the streets of Brooklyn.

All eyes are on New York. We should keep a low profile for a while and avoid any major movements."

Kingpin knew very well that Bullseye was a somewhat neurotic fellow, and the Punisher was not an opponent who could be easily dealt with.

If he were truly allowed to go after the Punisher, there's no telling how much chaos he would cause.
