What made Nine dangerous in their eyes was how he didn't show any signs of struggle when performing the techniques he had used, as if he could use them without a problem.

Two hours after Nine report ended, the meeting finally stopped, allowing everyone to take a breath, and see the final rating of the Otherworlders this year.
The seaweed-hair Eye, that is responsible for watching over Nine, looked in complete silence at the rating given to him.
"What.....?" He murmurs, staring at Nine's final rating.

"The hell does this mean?" He asked, reading the final rating of Nine's report.
"It means to stop watching him and keep yourself safe from any possible danger from him," Seuren said, standing before him.
"My prince!" The Eye screamed in surprise at Seuren talking to him, as he bowed down.
"Head up!" Seuren commanded. "Anyway, don't involve yourself with him anymore...."
"But sir! He's too dangerous to be left alone. If I had not come to save those guys, they would have died, in that house." Eye explain, cutting Seuren words.
"Yes, I know, but all this time he hadn't done anything yet, as if his telling us, he's willing to follow the rules and regulations we have in this world. As long as we don't interrupt him.... So, don't bother to watch over him from this moment on."
Seuren understands the worries of the Eye before him, Otherworlders have been involved in the history of this world since the start.
Although there are many results of their interference with the people, they too have given great things within the world, at the same time, created danger that should never existed.

"You know, you should really change into thicker clothes than that," Catherine said to the adventurer before her, seeing how he was only wearing simple archer clothes used in summer.
The man stood around 5'9, with a hooded cloak hiding his head, while his face was covered by a mask, and short sleeves so thin that they were barely something people would wear in this season.
"Thanks, but I prefer this." The adventurer replied, taking the reward money away from the table, before leaving the area.
"Please stay safe!" Catherine yelled out in a lower tone, waving goodbye to the man.
Having to return from the capital, the man felt hungry, so he decided to eat something first before leaving the adventurer's building.
Ordering his food, he waited patiently and listened to the story being told within the area. As his food arrived, he paid for it and ate it quickly, filling his cold body with warm food.
Leaving the guild, he wondered what to do now. After his trip to the capital, he had lost his main source of income and had to start taking quests once again to earn a living.
Looking at the West Coast, he pondered if he should enter the dungeon within it, though he wouldn't earn any experience points within it anymore due to his level, he would surely earn enough profits to survive the winter.
"Taking a quest is too money-dependent, especially since it's winter, so I can't do that.... Is my only choice to enter the dungeon?" He asked, finally leaving the guild, after waiting for the area in the dining area to clear up.
"Yo!" A voice called out, right beside the guild doors, turning around, he found a familiar face waiting for him.
"You're back..... No wonder I haven't felt being watched in my sleep all this time.... So, am I free now?" The man with a thick jacket said, that covered him entirely, to the point you can't see his face.
"I don't know what you're talking about....." The man replied, avoiding the man as soon as possible, twisting his body to leave.
"That's so!" The thick-jacketed man said, a smile across his face could be seen, hearing the archer answer.
The archer nodded, smiling before leaving the guild area.
"Sigh.... I didn't want to do this but....." The thick-jacketed main murmur, "I will use Horizon if you don't answer my question!"
Hearing his sudden provocation, the archer tensed up and turned around to him again, "Wait, Nine, don't!" He yelled, taking off his hoodie at the speed he turned around, revealing his seaweed-like hair in the open street.
Seeing the situation where the attention of everyone in the area was on them, the archer said, "Let's move for now, and I'll answer your questions."
"Hmm, alright let's go!" Nine demanded, leading the walk.

In one of the many alleyways, the archer and Nine looked at each other, both having their reason for being here.
"So? What's the reason for you acting like you don't know me?" Nine asked, glaring at him, with a pen in his hand.
Staring at the pen Nine is holding, the man couldn't help but remember the things he had seen back then, when Nine used the Horizon technique.
Feeling the cold sweat running down his body, he replied to the question: "Sorry, can't answer that."
"Haaaa," Nine sighed in disappointment, " Alright then, Jake Meran Lusos, Class Archer, level around the mid-fifth rank, age 29, gender Male, status single, and currently working as an adventurer again."
Hearing Nine's words, Jake, the archer looked at him in fear, having his information revealed like it's nothing important, tensing up, and readying himself, he asked Nine:
"How do you know all of that!?" Only for Nine to roll his eyes.
"Hoy!" Nine sneered, his tone filled with annoyance. "I'm the one asking here not you, so! Answer my question before! Am I free now?"
Seeing the sudden change in his face, Jake understood why Seuren said to leave him alone, still keeping up, he answered once again: "I can't answer that!"
Readying himself for Nine to attack, Jake wondered what technique he would use, as he cowered up. Remembering how levela means nothing to Nine, so this was the best thing he could do.
"Huh?" Jake said, opening his eyes, realizing how Nine still hasn't attacked him yet. Looking down, he found Nine squatted down.
"Jesus, just answer my question will you!" Nine screamed at Jake, scratching his head in annoyance at Jake's loyalty.
"Look, haven't I provided enough evidence that I'm going mad or rampant in this world, so tell me, are the Authorities still keeping watch over me or not?"
"Uhhhh."
"Don't uhhh, me! Answer me! Yes or no, it's that simple." Nine yelled out, making those moving in the street look for where they were.
Hearing him, Jake blinked multiple times.
"Don't just blink! Answer me!" Standing up, Nine realized that doing this wouldn't answer anything, having Jake fear a bit too much.
Grabbing Jake's shoulders, Nine calmly said:
"Alright Jake, I'm gonna be honest with you. There's no reason to be scared of me. What I did back then to those guys was only me being annoyed at their harassment of Marie. I don't do that shit to everyone, because I believe everyone deserves a second chance and the moment to explain their side of the story, rather than what people think about themselves."
"Also! If I'm being honest with you, I'm not even half your age if we actually just take how long I have been existing, then my actual age is only 13, so please! Please! I'm begging you to answer my question. Am I free from the eyes or to the people watching my movement that's from the Authorities of this world?"
"Just that. Just that. Answer that question of mine and I'll gladly leave."
Seeing Nine desperate and hearing the long explanation of his, Jake's mind had two parts fighting. One part, was Jake's loyalty to keeping the Eye organization secret, while the second one was to answer Nine.
The fight between the two was big and massive, only for the second one winning the fight.
"Yes."
"Yes, what!!?" Nine screamed, unable to balance his emotion now.
"Yes, the Eyes don't have to keep watching over you now, the Royal family and the Authorities of this world aren't going to keep an eye on you anymore."
"Really! This isn't a lie, right?" Nine asked, still unsure whether to take his answer for real.
"Yes, the reason why I and the other eyes are not keeping watch on you now, is because we were told to stop by the heir of the Kingdom." Jake sighed, pushing Nine's arms away from him.
"So... Can I leave now? The snow is getting thicker now, and I don't want to catch a cold."
"Oh, yes, feel free." Nine answered, giving him space to leave.
Taking one good look at Jake's clothes, Nine took off his jacket and throw them into him, and said: "Take that, having such thin clothes in this kind of season."
Taking the jacket in his arm, Jake asked: "You're the one who'll get it, if you don't have this."
Smiling, Nine replied: "Hmm, but I can just do this though." Pointing at his stomach, making Jake question his action.
"Body control technique—"
"What!" Jake said, hearing Nine words.
"Blazing body movement, Firey Aura." Before Jake knew it, warm air appeared before Nine's body, creating tiny steam smoke around him.
"Well bye! I already got my answer for my question, so there's no reason for me to get involved with you anymore." Nine said, leaving the alley they were in.
Looking at him, Jake blinked multiple times, seeing another technique from him.
"Hooo." he let a deep sigh. "This kid has too many secrets." Putting the jacket on.
Tapping the corner of his body, seeing how the jacket somehow perfectly fit on him, as soon as he put it on.
Jake found something in the pockets of it, pulling it out, a paper with a rune inscribed on it.
Looking back at how Nine was in this talk on theirs, Jake put mana into it.
Poof.
A bag emerges from the rune, opening it, tens of gold and at least a hundred silver coins were inside it.
"..... Haha, I was worried and scared of him for nothing," Jake said, seeing how Nine seems to already plan this moment.
Leaving the alley now, he looked at the other side where Nine left, and said:
"I hope you live the life you wanted in this world." Smiling, as he went towards an inn he planned to stay at for the entire winter, with this money.
