Tony had already pulled over, still a considerable distance from Ivan Vanko. After Li Yue told him that this man liked to use whips, why would Tony foolishly drive over to get whipped?
He just needed to get out of the car here, wait for his suit to arrive, put it on, and then go beat him up.
