Chapter 122 - 122

Because of the Hidden Sand Village incident, the Third Hokage held Jonin meetings for several days straight.

Tsunade had been busy with her medical reform plan for a while, so she hadn't attended, but she finally completed it last night.

Therefore, at today's Jonin meeting, she eagerly presented her plan.

However, the result was predictable; the biggest issue facing Konoha right now was the border conflict with the Land of Wind, and Konoha had been swamped for days with meetings.

This also meant that few jonin supported Tsunade's reform plan, especially since her proposal explicitly stated it was a reform.

Since it was a reform, it definitely wouldn't show results in a short time, and it would require a significant investment of manpower and resources.

The jonin naturally knew the benefits if the plan succeeded, but Tsunade's timing was simply too unfortunate, so they could only object, and even Jiraiya and Orochimaru didn't approve.

Only Kato Dan cast an affirmative vote, though the Third Hokage kept explaining the reasons to Tsunade during the meeting.[5]

For example, all current funds were being invested in war preparations and the war itself, leaving no extra manpower or resources. Also, the current personnel structure was stable, and a rash reform would lead to a decrease in the combat effectiveness of the troops, and similar reasons.

But Tsunade was already furious at this outcome and had no mind to listen to the Third Hokage's explanation. She immediately slammed the table and stormed out.

Her anger hadn't subsided even after she returned home, which was why Mito and Kyuushin heard Tsunade complaining.

As soon as Tsunade entered the room, she picked up the tea on the table and gulped it down. After finishing it, she was still breathing heavily. Once she had calmed down slightly, she said to Mito:

"Grandma, you be the judge. My plan is clearly highly feasible, so why won't that old man agree?"

Regarding the reform of the medical team, Tsunade had naturally discussed it with Mito. Mito had even offered some suggestions in certain areas. Now that the plan was rejected, Tsunade naturally had to complain to Mito.

"Hmm?"

Hearing Tsunade's address for the Third Hokage, Mito's face immediately fell. In an instant, a heavy pressure descended upon Tsunade.

Tsunade was startled. Memories of Mito helping her quit gambling in her youth resurfaced. She immediately forgot her anger and quickly said, "Sensei, it's Sensei! Grandma, I was wrong!"

The pressure on Tsunade instantly dissipated, but Mito's expression remained unchanged as she said in a deep voice:

"There are juniors present today, so I won't lecture you, but you must remember not to disgrace the Senju family's traditions!"

Tsunade quickly nodded in response. Mito's expression then softened, and she asked:

"What did the Third Hokage say to you?"

However, Tsunade then stammered, unable to speak. She had been so agitated at the time that she barely listened to anything the Third Hokage said. Asking her to recount it now would be difficult.

Mito helplessly rubbed her forehead, while Kyuushin casually picked up the plan that Tsunade had thrown aside earlier, flipped through it, and then said:

"Actually, it's quite reasonable for Hokage-sama to oppose this plan right now."

"What did you say?!"

Hearing Kyuushin say the same thing, Tsunade's suppressed anger flared up again. She stood up and glared at Kyuushin. From her demeanor, if Kyuushin couldn't give her a satisfactory explanation, a good beating was probably unavoidable.

"Ahem!"

Mito coughed lightly, and Tsunade immediately sat down, but she still stared intently at Kyuushin.

"The village's focus right now is on the impending war with Hidden Sand Village. Sensei, your plan is good, but the timing is wrong."

"How is the timing wrong? If there's a war, it could save more shinobi from dying. Isn't that good?" Tsunade was still very agitated.[5]

"But according to your plan, the reform of the medical system cannot be completed overnight. When war is imminent, is it right to invest a large amount of funds and divert a large number of shinobi to another matter?"

"But... but..." Although Tsunade couldn't articulate much, it was clear that Kyuushin hadn't convinced her yet.

"Sensei, think about it. If the upcoming war is lost due to insufficient war preparations and personnel, wouldn't more Konoha shinobi die?

For Konoha right now, nothing is more important than the success or failure of the war. Hokage-sama must first eliminate any potential cause of failure.

If the immediate victory cannot be secured, what meaning is there in even the most beautiful future described?

Sensei, you also need to consider the pressure Hokage-sama is currently under. If the conflict with Hidden Sand Village goes poorly, then it might not just be one Great Nation that closes in. Don't forget that the Land of Earth and the Land of Lightning are also watching covetously."

After Kyuushin spoke these words, Tsunade finally fell silent. After a long while, she said:

"But if this reform isn't done during wartime, when the war ends, the Land of Fire's allocation to Konoha will also sharply decrease. Will the village still have the money to push this reform then?"

"Of course, it will." Kyuushin nodded affirmatively. In the original storyline, by the time of the Third Great Ninja War, Tsunade's reform was already largely complete. Therefore, he continued:

"Hokage-sama and the village's higher-ups will naturally see the superiority of your reform, Sensei. Since it's a good initiative, why wouldn't Hokage-sama and the others support it?

As for the money, that's even easier to solve. If this war is victorious, not to mention the Land of Wind's war reparations, the village, as the victorious party, will naturally receive a continuous stream of new commissions. At that time, the village will naturally have money.

If all else fails, it's not impossible for Hokage-sama to request more funding from the Daimyo for this reform."

Tsunade nodded with difficulty, indicating her agreement with Kyuushin's explanation, but then she said:

"By then, you'll probably be a jonin in the village too. When I propose this plan again, you'll have to support me, understood?"

"Naturally, naturally. I will, of course, support Sensei one hundred percent." Kyuushin readily agreed.

"That's good." Tsunade nodded, but then she gritted her teeth:

"Orochimaru and Jiraiya, those two scoundrels, didn't even support me this time. Just wait until I get my hands on them later. If it weren't for that guy named Kato Dan supporting me, I'm afraid I would have become the village's laughingstock."

"Kato Dan?" Kyuushin asked with some curiosity, "I don't seem to have heard much about this person before."

Kyuushin was naturally very curious about Kato Dan. In the original work, he was the only one who could win Tsunade's favor, and it seemed their relationship was quite good.[5]

However, Kyuushin had no aversion or dislike towards him. Envy, yes, but it was a pity that his time travel happened a bit too late. Otherwise, he would have definitely competed with him, but now, forget it.

"I don't know. I haven't had much contact with him before, but he seems soft and weak, not very masculine."

Tsunade said casually. This was somewhat unexpected for Kyuushin. He had originally thought Tsunade would at least have some good feelings for this Kato Dan.

But this evaluation, how should he put it, it seemed Kushina had also evaluated Minato this way. Could it be that to win the beauty in Naruto, one first had to be somewhat effeminate?

"How come I feel like you're thinking something bad?" Tsunade looked at Kyuushin suspiciously and said.

"No, no, Sensei, you're overthinking it." Kyuushin quickly waved his hands.

Mito, sitting at the head of the table, saw Kyuushin handle Tsunade with just a few words and nodded. Although Tsunade was quite disappointing, she was very satisfied with Kyuushin.

Now that she thought about it, Kyuushin might not only rival Hashirama in strength in the future, but he also seemed to be no less intelligent than Tobirama, essentially combining the strengths of Hashirama and Tobirama.

Mito naturally grew more and more satisfied with such a Kyuushin, and even found Tsunade a lot more agreeable. Otherwise, given Mito's past actions, Tsunade would have probably received a good beating just now.

"By the way, what are your plans next? Are you still going to the battlefield?"

Tsunade, for once, showed some concern for Kyuushin.

"I probably will. After all, Nawaki is definitely going." Kyuushin nodded and said.

Tsunade was silent for a moment before saying, "Nawaki really gives you a lot to worry about. If you don't want to go, I'll just tie Nawaki up at home."

"There's no need for that. I'm not against going to the battlefield myself. Moreover, going to the battlefield also allows me to complete more missions. Didn't Hokage-sama say last time that I could be appointed jonin as soon as I completed enough missions?"

Kyuushin genuinely didn't mind, but Tsunade's attitude suddenly became serious, and she said to Kyuushin:

"Don't think that just because you gained some merit last time, your ego should swell. And this battle with Hidden Sand Village is different from the last one, after all, they are one of the Five Great Nations.

Furthermore, you didn't have much fame in the shinobi world before, so you wouldn't be targeted. But now, with Hanzo's spread, your name will likely have reached Hidden Sand Village.

Once your information is known to the enemy, and you maintain such an attitude, there's no telling when you might die."

Upon hearing Tsunade's words, Kyuushin also put away his smile and nodded solemnly. However, in the end, he still said:

"But I haven't made no progress either. If Hidden Sand Village truly thinks they have mastered my information, then I really need to find an opportunity to give them a big surprise."

After he said this, Mito also started to laugh happily. Tsunade was a bit bewildered and couldn't help but ask curiously:

"Did you learn another ninjutsu or something?"

Kyuushin didn't speak, but Mito pointed to the table. Tsunade leaned closer and immediately saw the mark. Although it was different from what she had seen before, there seemed to be only one ninjutsu with such a mark.

She couldn't help but look up and stare at Kyuushin, saying:

"Flying Thunder God Technique?!"
