The first three Pokemon, despite having "Dragon" in their names, weren't of the Dragon attribute, while Altaria, with no "Dragon" in its name, actually had the Dragon attribute.
In Lance's lineup, three of the Pokemon weren't Dragon Types, yet he dares to proclaim himself the Dragon Type Elite? More like the Flying Type Elite!
