Damian nodded. "I understand. But we must choose carefully. Even one traitor… one ambitious soul… could undo everything."

Damian tapped his fingers thoughtfully. "I have a few candidates in mind. Scouts from the northern provinces, messengers with discreet contacts, even merchants who deal in intelligence… But the council must not suspect. If anyone finds out, the network is compromised before it begins."

Silas' lips curved slightly. Trust no one. "Then secrecy is paramount. Only you and I will know. The recruits will take oaths directly to me. Damian… you will train them personally, but they answer to the emperor alone."
