Followers are useful in the world of LOTM, that's true, but that's because they are constantly fighting against madness and this madness comes from the remaining consciousness of the Beyonder characteristics within them.
Here's the catch. Jugo has completely clean characteristics. Zero consciousness of the creator or other Beyonders. 100% clean.
This means that the only reason for the previous madness was the potion of the Pathway of the Chained itself, which has this characteristic. Just like when he becomes a saint, the madness will only remain because his mythical creature form is not complete, but when he becomes an Angel, zero madness, completely free.
So, no, Jugo doesn't need followers, because all the Beyonder characteristics will now only maintain Jugo's own consciousness and Jugo won't fight against himself.
