Kizaru has curly black hair, wears a yellow and white striped suit, a beard around his face, sunglasses, and is tall and thin.
Kizaru's catchphrase is "How scary," and he speaks very slowly with a funny mouth shape, often mistakenly using a black Den Den Mushi (bugging Den Den Mushi) that cannot be used for conversation.
When fighting, Kizaru likes to tease his opponents, saying "How scary" to everyone he meets, and often intentionally acts weak, but in reality, he doesn't take his opponents seriously.
He likes to abandon tasks halfway; after defeating the Supernova, he could have instantly killed or arrested them, but he ran off to another place because of a call from Sentomaru, ignoring them completely.
