"Hiruzen did pass the Hokage position to Jiraiya, but whether Jiraiya can become Hokage isn't decided by Hiruzen alone. This requires the decision of all of Konoha's higher-ups and the various clan heads."
Danzo's indifferent voice reached everyone present.
"Furthermore, Jiraiya has been away for years and doesn't understand Konoha's current situation at all. Making such a hasty decision might not be a good thing for Konoha right now."
On the other side, Homura Mitokado continued, picking up where Danzo left off.
