Joseph said smugly, "You don't know yet, do you? Makarov should have completely destroyed the Council headquarters by now. You know what a crime it is to attack the Council without me having to say more."
"Nonsense! Why would the Chairman attack the Council?"
Mira didn't believe Joseph's words. The Phantom Lords were always despicable, and this guild had been secretly targeting Fairy Tail since its inception.
