"Bang! Bang! Bang!"
Fireworks exploded over the Flower Capital, instantly wrapping the city in a vibrant, celebratory atmosphere. Colorful ribbons and flower petals rained down from the sky, making the entire scene feel like a dream. On the streets below, lanterns cast a warm glow, and cherry blossoms danced in the air. The capital was packed with people, all of them staring intently at the broadcast from the General's Residence.
This was the dawn of a new age for Wano. The entire country was watching as their five new Generals were about to be revealed.
As the last of the fireworks faded and the petals settled, Fukurokuju, the former leader of the Oniwabanshu, stepped forward. Under the watchful eye of the Den Den Mushi cameras, he unrolled a scroll and began to read aloud in a clear, commanding voice.
"To all the people of Wano Country! Today, by order of the Governor of the Beasts Pirates, one of the Four Emperors of the New World, Lord Kaido, I hereby make this announcement: From this day forward, Wano Country enters a new era!"
"To ensure the future stability and order of this nation, Lord Kaido has discarded the old customs. The title of Daimyo is hereby abolished and replaced with the title of General. Five Generals have been specially appointed to govern this land!"
Fukurokuju paused, letting the weight of his words sink in.
"The General of Hakumai: Lady Ulti!" "The General of Kuri: Lord Sasaki!" "The General of Ringo: Lord Page One!" "The General of Kibi: Lady Vinsmoke Reiju!" "And the General of the Flower Capital: Lady Kurozumi Tama!"
With each name, the Den Den Mushi broadcast showed the imposing faces of the new leaders. Ulti, Sasaki, Page One, and Reiju looked out with confidence, while Tama, despite her visible nervousness, maintained an incredible composure.
"Furthermore," Fukurokuju continued, "Lady Kurozumi Tama is appointed as the Great General, a position that grants her command over the other four Generals! The Great General will also have direct jurisdiction over the regions of Udon and the Flower Capital."
Hearing this, the people of Wano finally understood. The so-called "General" was simply a new name for the Daimyo who had always ruled them. But the next decree was something no one had expected.
"By order of Lord Kaido, Wano Country will now open its borders! The Udon region will be established as a special economic zone, where anyone who enters the country legally is permitted to live."
A wave of murmurs and confused gasps spread through the crowd. Opening the borders was a radical change that went against centuries of tradition. However, after suffering for so long under Orochi's oppressive rule, most people were too weary to protest a change they didn't fully understand.
"Furthermore, Wano Country will adopt a new name for all external affairs: New Onigashima! The name Wano Country will only be used internally."
This was Kaido's clever solution. He had no intention of dismantling Wano's natural defenses. Instead, he would use Udon as a gateway, allowing outsiders and new trade to flow into the country while keeping the other regions secure. This would also prepare the way for Doflamingo to take over the quarry and weapon factories located there.
"And finally, by order of Lord Kaido, all laws established by Kurozumi Orochi are hereby abolished! All prisoners held under his regime will be released. The specifics of their release will be decided by Great General Tama and the other Generals."
At this, a genuine and thunderous cheer erupted from the crowd. The abolition of Orochi's cruel laws was the news they had all been waiting for.
"By the authority of the Governor of the Beasts Pirates, Kaido of the Beasts, I declare that these orders are effective immediately!" Fukurokuju concluded. "Wano Country now enters the era of New Onigashima!"
With the announcements finished, the next part of the celebration began: a grand parade. Floats carrying the five Generals would tour the regions of Wano, allowing the people to see their new leaders up close. This, however, no longer concerned Kaido. He had a private meeting to attend.
Inside a grand hall within the General's Residence, another gathering was in full swing. The room was filled with members of the Donquixote Family and the Vinsmoke Family, their tables laden with fine wine and delicious food.
At the head of the left side sat Doflamingo, with Caesar, Trebol, Pica, and Diamante seated below him. On the right sat Vinsmoke Judge, accompanied by his three sons. A large Den Den Mushi screen at the front of the hall broadcasted the ongoing parade. Judge watched with a joyful expression as his daughter, now a high-ranking officer of the Beasts Pirates and a General of Wano, was celebrated by the people.
Doflamingo let out his signature sinister laugh. "Fufufufu... Judge, you really are a lucky man to have such an excellent daughter."
Judge was terrified of Kaido, but he felt much more confident when dealing with Doflamingo. "Aren't you in a similar position, Joker? Two of your family members have also joined the Beasts Pirates."
Judge only knew this because Monet and Baby 5 had happily come to visit Doflamingo shortly after he arrived in Wano.
"Indeed," Doflamingo said smoothly. "So, shouldn't we all be cooperating? How about I help you and Caesar put your past grievances aside? It would be much better for everyone if we all worked together to serve Lord Kaido."
As soon as he finished, Caesar, who had been scowling the entire time, exploded. "Damn it! Who wants to cooperate with this freakish bird-man?"
Judge was equally unwilling to be civil. "And I have no intention of cooperating with scum like you."
"Bastard! Who are you calling scum?" Caesar retorted. "Compared to me, you're the real scum! You experiment on your own sons!"
Doflamingo sighed, a headache forming. "Hey, hey, I thought you two used to get along. Didn't you form NEO MADS together after you left Vegapunk?"
Just then, a sharp, mocking laugh cut through the argument. "That's because they're both a couple of thieves!"
Without even needing to look, Caesar and Judge spun toward the door and roared in unison.
"Queen, you fat dinosaur!" "Who are you calling a thief?!"
But their angry shouts died in their throats. Standing in the doorway was not just Queen, but a group of figures whose presence made the very air in the hall grow heavy. Kaido, one of the Four Emperors and the World's Strongest Creature, slowly walked in, flanked by his Four All-Stars.
The sheer pressure of their combined aura silenced the entire room. Doflamingo and Judge instinctively shot to their feet.
"Lord Kaido!" they said nervously.
"Oh!" Kaido looked around the room, satisfied. "No need to be so tense. Sit down, relax. Today is a banquet."
Despite his words, no one dared to move until Kaido had walked to the head of the hall and taken his seat, with his All-Stars sitting in their designated places. Only then did Doflamingo and Judge slowly sit back down.
"Well then, let's not waste any time," Kaido boomed, raising his cup. "Let's have a toast!"
Everyone in the hall raised their glasses. After they all took a drink, Kaido wiped his mouth and turned his gaze directly to Doflamingo.
"Doffy," he said, his tone shifting from festive to serious. "As one of the Seven Warlords, you must have received the mandatory summons from the World Government, right?"
