He exhaled softly, almost as though bored.

"Typical politics. He's planting a thorn between two lions and hoping they tear each other apart."

Beside him, Inoichi Yamanaka's ancestor—Inozo Yamanaka, a refined man with long pale hair—folded his hands thoughtfully.

"The Daimyō plays with fire," he said, voice cool. "The Chinoike are not a pawn easily contained. Their bloodline is feared for all the right reasons. Once their roots spread, they will not stop at neutrality."

Across from them, Choza's predecessor—Choemon Akimichi, a mountain of a man in red armor, grunted deeply.

"They're killers, sure. But even killers need to eat. And what happens when their stomachs outgrow their borders?"

A grim silence followed.

He leaned forward, his armor creaking under his movement. "I say we make sure the leash never breaks—by keeping the beasts distracted."

A faint smirk tugged at Inoka Yamanaka's lips. She was seated behind her father, head tilted, green eyes gleaming like polished jade.

"You mean… manipulation," she murmured softly.

"Typical of the Akimichi," Shikanobu Nara drawled beside her.

"I meant food politics," Dōtō replied indignantly. "If we control the food trade to that new Chinoike settlement, we control their supplies."

Shikanobu raised an eyebrow, unimpressed. "That's actually… not stupid."

He trailed off.

"…we prepare to choose a side."

Choemon grinned, thumping the table once. "And if anyone needs to deliver a message—or crush a few traders trying to sneak weapons their way—you can count on the Akimichi."

The elders shared approving looks.

The Ino-Shika-Chō alliance would remain neutral, for now—but neutrality didn't mean passivity.

It meant observation.

"This message… arrived for Ino-Shika-Chō merchant directly from the underworld of the capital city of the Land of Fire. It bears no signature but one word at the end…"

He swallowed. "The name… is Tobi."

Every heir froze.

Inoka's mind flared with a dozen thoughts.

Shikanobu's shadow rippled faintly.

Dōtō clenched his fists.

A phantom had entered the game.
