The shouting Tailed Beast was Ichibi Shukaku. This unique mental space was like the Tailed Beasts' own chat group.
No matter where they were, they could freely link to this space, provided they weren't sealed, of course.
It used to be very lively here, with the Nine Tailed Beasts often chatting in the group.
But ever since about fifty years ago, everything changed. Those two guys, who were more like Tailed Beasts than the Tailed Beasts themselves, captured eight of the Tailed Beasts, excluding Shukaku.
From then on, this group became completely quiet.
Not long ago, Killer Bee became a Perfect Jinchuriki, and Gyūki rejoined the chat, but besides him, there were no other Tailed Beasts here!
Another ten years passed, and Gaara became a Jinchuriki. Shukaku joined the chat with a 2G connection.
Shukaku being sealed yet still able to join the chat was due to the Hidden Sand Village's seal being too weak, coupled with Gaara's young age.

As for Three-Tails Isobu, that was just a misunderstanding caused by the Ninja World's incorrect perception of Perfect Jinchuriki. Yagura and Isobu's relationship was similar to Yugito and Matatabi's current relationship.
They became friends and had a good relationship, but their Chakra couldn't merge and become one!

Shukaku was very excited the moment he saw Saiken and proactively greeted him!
