Ask Tsunade to treat the Fourth Raikage?
Killer Bee, and even the top people of Kumogakure, didn't think this way.
Two big ninja villages are at war. Orochimaru, one of Konoha's Sannin, hurt the enemy, but another Sannin goes to treat him.
Just thinking about it shows how funny and unbelievable this is. How smart would someone have to be to think this would happen?
This was just a made-up, far-fetched reason for Orochimaru to leave the village. He mostly convinced Jiraiya by exaggerating the consequences of exposing his 'fear of blood,' making him worry too much for no reason.
Besides, the Fourth Raikage's injury wouldn't become incurable. It was just a kidney injury that needed time to heal. There was no need to risk Tsunade adding something extra during the treatment.
Instead of healing the Fourth Raikage's injury, Kumogakure had something more important to solve, which was the war threat from Iwagakure Village.
From the beginning, Kumogakure assumed that the Raikage's injury couldn't be kept secret.
Because Konoha had no reason to keep it secret.
Even if Konoha suffered heavy losses in the Nine Tails attack and didn't want to attack much, they would be happy to see other ninja villages fighting with Kumogakure.
So, exaggerating the Fourth Raikage's injury and even increasing troops on the Land of Thunder border to pressure Kumogakure with Iwagakure Village were just normal moves.
